The Ho Chi Minh City People's Committee has issued a draft plan for implementing the program "Improving the quality of preschool education in urban areas and industrial zones in the period 2026-2035, with a vision to 2045".
According to the Ho Chi Minh City People's Committee, the program's funding comes from the state budget and social contributions; its aim is to improve the quality of preschool education in urban areas and industrial zones, helping children access quality, equitable, and equal preschool education services.
The draft plan outlines specific goals for 2035, with the city implementing the plan in two phases.
Specifically, during the period 2026-2030: in urban areas, the goal is to ensure that 100% of preschool children receive safe nurturing, care, and education, meeting the requirements of the preschool education program adapted to local conditions.
In industrial zones, approximately 80% of children aged 6-36 months are the children of workers and laborers who need access to quality preschool education services.
For managers, preschool teachers, and staff in urban areas, the goal is for 80% to have access to digital resources; in industrial zones, the goal is for 100% to receive annual professional development training.
In the case of preschools in urban areas: strive for 50% of communes, wards, special zones, etc., to implement appropriate preschool education models; gradually approaching advanced preschool education models.
In industrial zones, the number of preschool groups must increase by at least 10%, and the number of public preschools with groups for children under 24 months old must increase by at least 5%; 100% of private preschools must meet the standards for safe schools and accident and injury prevention as prescribed.
Specifically for parents, 100% of parents who are workers in industrial zones received training and guidance on raising and caring for children.
During the period 2031-2035, in both urban and industrial areas, from children to administrators, teachers, parents, etc., all indicators from the previous period will reach 100%.
Specifically for preschool education facilities at this stage, in urban areas, the target is to increase by 80% the number of commune-level units (wards, etc.) to have access to advanced preschool education models; in industrial zones: at least 20% of preschools will have preschool groups, and at least 10% more public preschools will have groups for children under 24 months old.
By 2045, the goal is to further improve the quality of preschool education in urban areas and industrial zones, and to expand successful models of high-quality preschool education.
According to the Ho Chi Minh City People's Committee, the Ho Chi Minh City Department of Education and Training is in charge of organizing and implementing the project, in coordination with relevant departments and agencies.
Priority should be given to using surplus government office buildings after mergers for preschool education.
According to the draft plan, the Ho Chi Minh City People's Committee has set out many tasks and solutions to implement the program.
This includes diverse models of preschool education suitable to the specific characteristics of urban areas, such as allocating land for the construction of preschool facilities according to approved plans, especially in new urban development projects; and prioritizing the use of surplus government office buildings after the restructuring of the local administrative apparatus for preschool education.
