Ho Chi Minh City has just announced a draft plan to improve the quality of preschool education for children. The program focuses on ensuring children from urban to industrial areas have access to quality preschool education.

The Ho Chi Minh City People's Committee has issued a draft plan to implement the program "Improving the quality of preschool education in urban areas and industrial parks for the period 2026-2035, with a vision to 2045".

According to the Ho Chi Minh City People's Committee, the funding source for the program comes from the state budget and socialized sources; to improve the quality of preschool education in urban areas and industrial zones; to help children access quality, fair and equal preschool education services.

The draft content of the plan with specific goals by 2035, the city will implement in 2 phases.

In which, in the period 2026-2030: in urban areas, strive for 100% of preschool children to be nurtured, cared for, and educated to ensure safety, meeting the requirements of the preschool education program suitable to practical conditions.

In industrial zones, 80% of children aged 6-36 months are children of workers and laborers who need to go to school and have access to quality preschool education services.

For managers, preschool teachers and staff in urban areas, the target is 80% to have access to documents on digital platforms; in industrial zones, the target is 100% to receive annual training to improve professional and technical capacity.

In the case of preschool education facilities in urban areas: strive for 50% of commune, ward, and special zone level units to deploy appropriate preschool education models; gradually approach advanced preschool education models.

In industrial zones, the number of groups of children in kindergartens must increase by at least 10% and the number of public kindergartens with groups for children under 24 months old must increase by at least 5%; 100% of private kindergartens must meet the standards of safe schools and accident and injury prevention according to regulations.

As for parents of children, 100% of parents who are workers in industrial zones are provided with knowledge and skills on child rearing and care...

In the period 2031-2035, in two areas: urban and industrial zones, from children to managers, teachers, parents... the targets of the previous period all reached 100%.

As for preschool education facilities at this stage, in urban areas, 80% of commune and ward level units... will have access to advanced preschool education models; in industrial zones: at least 20% of preschool groups and at least 10% more public preschools will have groups for children under 24 months old.

By 2045, continue to improve the quality of preschool education in urban areas and industrial parks and replicate quality preschool education models.

According to the Ho Chi Minh City People's Committee, the Department of Education and Training of Ho Chi Minh City is in charge of organizing the implementation, in coordination with relevant departments and branches.

Prioritize the use of surplus state agency headquarters after merger for preschool education

According to the draft plan, to implement the program, the Ho Chi Minh City People's Committee sets out many tasks and solutions.

Including the diversification of preschool education models suitable to the characteristics of urban areas such as allocating land funds to build preschool education facilities according to approved planning, especially in new urban area projects; prioritizing the use of surplus state agency headquarters after the arrangement of local administrative apparatus for preschool education.

In addition, the Ho Chi Minh City People's Committee emphasized the solution of promoting the socialization of preschool education, encouraging businesses to invest in preschools to serve workers' children...
