Ho Chi Minh City is ready to welcome a wave of high-tech investment from France and is committed to continuing to create a transparent and favorable investment environment to attract investors to the City.

This was affirmed by Vice Chairman of Ho Chi Minh City People's Committee Nguyen Van Dung at the French Tech Summit Vietnam 2025 (FTSV) held in Ho Chi Minh City on May 27.

In front of 1,000 delegates including business leaders, policy makers, investors, technology experts and the startup community, Mr. Dung said that Ho Chi Minh City always attaches importance to promoting cooperative relations with French businesses.

Talking about the potential for cooperation between the two sides, he cited that in 2024, trade turnover between Ho Chi Minh City and France reached more than 951 million USD.

As of April 2025, France has 361 valid projects in Ho Chi Minh City, with a total registered investment capital of nearly 330 million USD, ranking 17th out of more than 120 countries and territories investing in the City.

Appreciating the role of French enterprises in the high-tech sector, Mr. Dung informed that Ho Chi Minh City is prioritizing attracting investment in industries that create high added value such as artificial intelligence (AI), biotechnology, financial technology (Fintech), green technology, digital transformation and smart cities.

“We wish to accompany and cooperate with French enterprises to invest in large-scale technology projects to turn Ho Chi Minh City into a center of innovation and high-tech industry in the region,” Mr. Dung expected.

Also mentioning the potential for cooperation between Ho Chi Minh City enterprises and French enterprises, Ms. Emmanuelle Pavillon-Grosser, Consul General of France in Ho Chi Minh City, stated that the potential for cooperation between businesses of the two sides is still very large.

Because Vietnam is experiencing explosive growth in the technology industry, with a young, well-educated workforce and a favorable business environment. While France is ranked 12th globally in the WIPO Innovation Index, with a highly developed startup ecosystem.

“France is ready to share these experiences with Vietnam, while expanding cooperation opportunities and welcoming Vietnamese entrepreneurs to the French innovation ecosystem,” Ms. Emmanuelle Pavillon-Grosser emphasized, affirming that she will accompany Vietnam in technology development through cooperation programs in the semiconductor sector.

On the Ho Chi Minh City side, Mr. Nguyen Van Dung, Vice Chairman of the Ho Chi Minh City People's Committee, also pledged that the City will promote investment in infrastructure and human resources.

At the same time, continue to improve the investment environment and encourage public-private partnership models in research, development and application of new technologies. “HCMC is ready to welcome a wave of high-tech investment from France,” affirmed the Vice Chairman of the HCMC People’s Committee.
