On May 8, the Ho Chi Minh City People's Committee held a meeting on the socio -economic situation in April, key tasks and solutions for May 2025.
At the meeting, Ms. Le Thi Huynh Mai, Director of the Ho Chi Minh City Department of Finance, said that by the end of April 2025, the City had only disbursed 6,068 billion VND, equivalent to 7.2%, while in 2025, the Government assigned Ho Chi Minh City a disbursement plan of 85,500 billion VND.

To improve the slow disbursement situation, Ho Chi Minh City has organized 7 thematic meetings on public investment and issued 21 directives to remove difficulties and obstacles for key projects and works.
The Department of Finance also chaired many meetings with project management boards, districts and investors to specifically review each problem, thereby advising the City People's Committee on a solution.
According to Ms. Mai, to improve the situation of slow capital disbursement, the City needs to prioritize speeding up investment procedures for a series of large-scale projects that can disburse capital this year, such as 4 BOT projects to expand National Highway 1, National Highway 22, the North-South axis (section from Nguyen Van Linh to Ben Luc - Long Thanh expressway) and National Highway 13, with a total investment of about 35,000 billion VND.
Some other projects that can be disbursed immediately include the Van Thanh Canal Renovation Project (VND 5,561 billion), and the Binh Tien Bridge and Road Project (VND 871 billion).
At the meeting, Mr. Tran Quang Lam, Director of the Ho Chi Minh City Department of Transport and Public Works, said that the City is currently implementing 30 key infrastructure projects, accounting for a very large proportion of capital in the 2025 public investment plan.
Therefore, speeding up investment procedures, especially document appraisal, contractor selection and site clearance compensation, is a key factor in determining capital disbursement progress.

Mr. Lam said that investors need to improve the quality of project documents, avoiding the situation of "revising back and forth" which prolongs the appraisal time.
In addition, it is necessary to immediately implement compensation work according to the existing planning when the project is approved for investment policy, as Thu Duc City did effectively with the Ring Road 2 project.
"Selecting contractors also requires clear and transparent criteria to make it easier to handle when contractors do not meet progress requirements," Mr. Lam suggested.
Concluding the meeting, Vice Chairman of the Ho Chi Minh City People's Committee Vo Van Hoan emphasized that departments, branches and investors must focus highly on key projects, especially those that have started construction, which need to be closely monitored and urged to ensure construction progress according to plan.
Regarding planning work, Mr. Hoan noted that the completion of approval of 1/2000 scale zoning plans in Thu Duc City needs to be completed before removing the district level, to avoid having to redo the documents from the beginning.
For other districts of the City, it is necessary to urgently complete the documents and draft decisions approving the 1/2000 planning for each subdivision so that when the Prime Minister approves the Project to Adjust the General Planning of Ho Chi Minh City to 2040, with a vision to 2060, it will be implemented immediately.
