According to Mr. Nguyen Nguyen Phuong, Deputy Director of the Department of Industry and Trade of Ho Chi Minh City, the operation of the pork trading floor is expected to create a change in price transparency, safety, quality, creating peace of mind for consumers; and farmers will also find it easier to buy and sell.
To ensure the pork trading floor officially operates by the end of the first quarter of 2026 at the latest, this December, the Ho Chi Minh City Department of Industry and Trade will launch a pilot operation.

"The Department of Industry and Trade was assigned by the City to participate in part of the tasks in the International Financial Center Project in Ho Chi Minh City, including the construction of the city's Commodity Exchange. Due to the lack of precedent and practical experience, the Department proposed to choose pork as the first pilot commodity group," said Mr. Phuong.
Regarding the reason for choosing pork as a pilot commodity group for trading on the floor, Mr. Phuong said that the Department of Industry and Trade had previously implemented a pork origin tracing program, creating a fairly complete data system that met the criteria according to international practices to put this commodity into centralized trading.
“Based on the available data platform, we boldly proposed and the City agreed to implement a pilot model of a pork trading floor, to gradually form a standard trading floor. At this time, the Department is focusing on putting the Ho Chi Minh City pork trading floor into pilot operation on schedule this December,” said Mr. Phuong.
The Department of Industry and Trade leader said that the completion of the work to operate the platform is being focused on, such as technical infrastructure, monitoring process, price setting mechanism, connecting businesses in the whole chain, from animal feed, farms, slaughter, distribution system. Currently, many large, reputable, branded businesses with strong resources in the field of animal husbandry, slaughter, and distribution have registered to participate, helping the model have a foundation for operation right from the beginning.

Pork trading floor expects price transparency, ensuring the rights of both farmers and consumers.
The price mechanism for trading through the exchange will be designed more tightly, prices will only be adjusted up when businesses can prove that input costs have increased. Or when market prices decrease, businesses tend to carry out promotions themselves to meet market demand.
According to the law of supply and demand, if the price in the program is higher than outside, it cannot be sold. Therefore, the price on the floor always reflects the reality of the market.
Ho Chi Minh City is currently the largest pork consumption market in the country, with a scale of over 25,000 billion VND/year.
Since 2019, the Ho Chi Minh City Department of Industry and Trade has coordinated with departments, branches, businesses and the Vietnam Commodity Exchange (MXV) to research a pork trading model. The goal is to form a trading method with traceability, quality control, food hygiene and safety, and ensure the rights of both farmers and consumers.
When operating, the Ho Chi Minh City pork trading floor is expected to reduce intermediaries, increase price transparency, tighten control of origin and limit speculation and manipulation; modernize the livestock industry and pork consumption. This is also an important step for the Ho Chi Minh City pork industry to standardize according to a modern trading model, in line with the requirements of a financial and commercial center; and develop sustainably.
Regarding the price stabilization program, Mr. Phuong said that it was previously implemented in Ho Chi Minh City, but now Ho Chi Minh City includes Binh Duong and Ba Ria-Vung Tau, so this program must also be recalculated and implemented soon so that people in these areas can also buy goods at stable prices like consumers in the old Ho Chi Minh City area.
In the immediate future, by the end of this year, the Department of Industry and Trade will organize mobile sales for areas with a high concentration of workers and low-income earners in Binh Duong and the old Ba Ria-Vung Tau. As well as providing goods through the distribution system in the areas.
Enterprises participating in market stabilization have large capacity to supply goods, the Department encourages market stabilization in these two localities. The Department is designing a new market stabilization program for 2026, announced in April, with a larger number of participating enterprises, more abundant goods, and larger scale of connections, to expand to the whole of Ho Chi Minh City.
