Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc has just signed a document to send to relevant departments, branches, Thu Duc City People's Committee, districts, and universities and colleges on strengthening the implementation of health insurance for students in the city.
According to the City People's Committee, in the 2022-2023 school year, Ho Chi Minh City has 1,919,166/1,987,745 students participating in health insurance, reaching a rate of 96.55%, not reaching the target of 100% as directed by the City.
Manyeducational institutions, especially universities, colleges and vocational secondary schools, have a low rate of students participating in health insurance compared to the average rate of the whole city. The reason is that the direction of implementing health insurance for students at some educational institutions has not received due attention from many principals.
"Some educational institutions do not announce the amount of health insurance premiums in the collection at the beginning of the school year; they have not paid attention to propaganda, mobilization, and education on students' awareness of complying with health insurance laws," the document stated.
The City People's Committee also assigned tasks to relevant departments and branches, in which the Department of Education and Training of Ho Chi Minh City is responsible for closely coordinating with the City Social Insurance, the City Youth Union and relevant units to organize propaganda and dissemination of health insurance policies for students. The Department of Education and Training directs its affiliated units to determine that the good implementation of health insurance for students is the responsibility of the school board and teachers of the educational institution.
The City People's Committee assigned the Department of Education and Training of Ho Chi Minh City to coordinate with the Department of Health to improve the school health network.
Actively coordinate closely with the Social Insurance agency to organize guidance for students to participate and be issued health insurance cards in accordance with regulations. Include health insurance premiums in annual revenue, ensuring 100% of students participate in health insurance.
In case the children are in difficult circumstances but are not eligible for state budget support, actively coordinate with the Social Insurance agency to mobilize benefactors to buy cards for them. Coordinate with the Social Insurance agency to review and inspect schools that have not achieved 100% student participation, identify the reasons to have appropriate solutions to mobilize students to participate...
The City Department of Education and Training is also responsible for presiding over and coordinating with the Department of Health to perfect the school health network to provide primary health care for students at educational institutions.
Direct educational institutions to properly and effectively use the funds allocated to educational health care to provide primary health care for students according to regulations.
