On December 15th, the Ho Chi Minh City Party Committee held its second expanded meeting of the Executive Committee of the Ho Chi Minh City Party Committee, term 2025-2030. Ho Chi Minh City Party Secretary Tran Luu Quang chaired the meeting.

In his opening remarks, Ho Chi Minh City Party Secretary Tran Luu Quang emphasized: This conference is of great importance as the city enters a new phase of development with many demanding requirements and tasks. The workload is substantial, and the discussion topics are diverse. Therefore, the Party Secretary urged delegates to demonstrate the highest level of responsibility, dedicate their passion and intellect, focus on research and discussion, and contribute insightful, practical, and relevant opinions to the city's development.
Assessing the highlights of 2025, especially the initial results in the operation of the two-tiered local government model, the City Party Secretary stated that Ho Chi Minh City must have new thinking, new approaches, and new principles to meet the requirements and tasks of the new development phase.

The Party Secretary also pointed out that Ho Chi Minh City is facing two major groups of tasks. Firstly, focusing on resolving long-standing issues, with priority given to addressing pressing social problems such as traffic congestion, flooding, environmental pollution, especially air pollution. Secondly, striving to build a drug-free city, ensuring security, order, and social safety.
Furthermore, it continues to affirm the city's role and position in the context of a larger scale, broader development space, and stronger potential, maintaining its role as the economic locomotive and center of science, technology, and innovation for the whole country.
According to Secretary Tran Luu Quang, the overarching goal is to improve the quality and sustainability of life for every citizen and family in the city.
Analyzing the advantages for the coming period, the City Party Secretary stated that at the 10th session, the National Assembly passed Resolution 98, amending and supplementing existing resolutions, opening up great opportunities for Ho Chi Minh City to develop more strongly with many new mechanisms and policies, strengthening decentralization and delegation of power, creating conditions for the city to be proactive and flexible in its implementation.
According to the agenda, the conference will focus on discussing and providing feedback on the socio-economic situation in 2025 and key tasks and solutions for 2026; Party building, government building, and mass mobilization work. It will also review the overall work programs for the entire term, the 2026 program, inspection and supervision work, and the working regulations of the City Party Committee's Inspection Committee for the 2025-2030 term.
