The private sector is contributing to making AI a new growth engine.

On December 16th, the Central Committee for Policy and Strategy, in coordination with the Government, organized the Vietnam Economic Forum 2025, Prospects for 2026, with the theme "Vietnam's Economy: Rapid, Sustainable Development and Green Transformation in the Digital Age".

Speaking at the Forum, Mr. Nguyen Trung Chinh, Executive Chairman of CMC Technology Group, emphasized that identifying a new growth model based on science , technology, and innovation as a key driver of the Vietnamese economy is a strategically important choice.

This is the path we need to steadfastly pursue and vigorously promote. In this model, the two key pillars emphasized are digital transformation and green transformation, which are the foundation for creating new growth drivers for the economy in the coming period.

According to Mr. Chinh, regarding the role of economic sectors, Resolution 68-NQ/TW of the Politburo clearly defined the position of the private economy in the overall development strategy. The question is how to fully utilize the strength and role of each sector.

In practice, the field of artificial intelligence (AI) has seen a strong wave of awareness across society regarding the role of AI as a fundamental transformation strategy, especially in the field of artificial intelligence (AI). The private sector had been preparing for years, so when the strategy was announced, it immediately received widespread support from society.

"It can be affirmed that, in this field, the private sector not only participates but also plays a leading role in the implementation and realization of the national AI development strategy," Mr. Nguyen Trung Chinh emphasized.

Based on that experience, the leaders of CMC Technology Group made the following recommendations:

Firstly, regarding digital and artificial intelligence infrastructure, investment should be focused and tasks assigned to leading enterprises. The development of digital and AI infrastructure should not be understood as placing all trust in state-owned enterprises. The private sector has the financial and technological capacity and long-term vision to directly invest in and deploy this infrastructure.

Secondly, regarding digital economic development policy. Currently, we talk a lot about the digital economy, but surveys conducted during our work and investment attraction efforts in Singapore show that Vietnam's digital economic policy is still not competitive enough compared to countries in the region such as Singapore or Thailand.

Therefore, global technology corporations belonging to the GAFA group (American technology giants such as Google, Apple, Facebook, Amazon - ed.) have not yet chosen Vietnam as an investment destination.

"When we spoke directly with them, we realized the problem lies in policy," Mr. Chinh said, and suggested that the Government develop a comparative study of Vietnam's digital economy policies with those of Singapore and Malaysia to clearly identify areas of difference or inferiority. From there, policies need to be developed in a way that fosters genuine competition, even using policy as a competitive advantage, in order to attract large technology corporations.

Thirdly, regarding human resources and the innovation ecosystem. The private sector currently accounts for a very large proportion of the economy, and the system of private research institutes and private universities is developing strongly. CMC is building an innovation center model based on the collaboration of businesses, universities, and the government. This model draws on the experiences of Singapore, South Korea, and many developed countries, all of which have very special incentive policies for innovation centers.

"Currently, we are coordinating with Hanoi, Ho Chi Minh City, and Da Nang to implement this model and hope that the State will place its trust in us and assign specific tasks," said Mr. Nguyen Trung Chinh, emphasizing that Singapore, a small country, still dedicates 200 hectares to a science, technology, and innovation city. Vietnam, with its larger land resources, can absolutely build science and technology cities on a scale of thousands of hectares.

The Vietnamese government has identified artificial intelligence as one of the pillars of the national digital technology industry. The Ministry of Science and Technology has been updating the National Strategy on AI until 2030 and is preparing to submit a draft Law on AI. This is an important step towards perfecting the institutional framework and ensuring that AI is developed transparently, safely, and responsibly.
