According to Ms. Mai, as of April 29, Ho Chi Minh City disbursed 6,068 billion VND, reaching 7.2% of the total public investment capital in 2025.
Ho Chi Minh City was assigned to disburse VND85,500 billion and set a target of disbursing 95% and striving for 100% of capital in 2025.
Currently, the city is focusing on resolving investment procedures for 4 BOT projects that can accelerate the disbursement of public investment capital, which are the project to upgrade and expand National Highway 1, National Highway 22, the North-South axis road from Nguyen Van Linh to Ben Luc - Long Thanh Expressway, and National Highway 13. These 4 projects have a total capital of about 35,000 billion VND.
In addition, the city also has two projects that can speed up investment procedures: the Van Thanh canal renovation project with 5,561 billion VND and the Binh Tien bridge and road project with 871 billion VND.
In addition, there are 9 large-scale projects with a disbursement plan in 2025 with about 16,873 billion VND. Of which, the Ho Chi Minh City - Moc Bai expressway project is expected to disburse 4,000 billion VND in June.
Ms. Mai said that in the past time, to speed up the disbursement of public investment capital, the city has organized 7 meetings to resolve difficulties and obstacles for key projects and works. At the same time, it has issued 21 directive documents related to public investment. The Department of Finance also organized many meetings with project management boards, districts, and investors to identify specific difficulties and obstacles, and report to the Ho Chi Minh City People's Committee for handling.
“Units must strictly implement the direction of the Ho Chi Minh City People's Committee on shortening 30% of the time and procedures for public investment. This is an issue that the city has raised since 2024, but up to now, many projects have not met this requirement. At the same time, units need to effectively operate software to monitor the progress of resolving petitions on public investment. Promote the role of the working group on public investment disbursement and strengthen inspection and supervision,” Ms. Mai suggested.
