After the reorganization, Ho Chi Minh City only has 5,242 residential areas and hamlets; the number of personnel participating in the activities has been reduced to 26,210 people. This is the target set by the Ho Chi Minh City People's Committee in the plan to reorganize residential areas and hamlets in the area according to the Central regulations.
According to the Ho Chi Minh City People's Committee, there are currently 27,377 organizational models at ward and commune levels, including 2,008 neighborhoods and hamlets and 25,369 residential groups and people's groups. The staff consists of 64,293 people, of which 17,407 are in neighborhoods and hamlets; 46,886 are in residential groups and people's groups.
The arrangement is based on the actual number of households, the size of households according to regulations, the boundaries of the neighborhood and hamlet to divide or establish new neighborhoods and hamlets; in which neighborhoods will have 500 households or more, hamlets will have 350 households or more. After the arrangement, under wards and towns there will only be neighborhoods; communes will only have hamlets. Each neighborhood and hamlet has 5 positions receiving monthly allowances, including: Party cell secretary; Head of neighborhood and hamlet; Head of the Front Work Committee; Head of the Women's Union and Secretary of the Youth Union. In addition, those who directly participate in activities in neighborhoods and hamlets will receive monthly support from union dues, membership fees, operating funding support and other funds (if any) in accordance with regulations and practical situations.

Ho Chi Minh City still maintains the level of support for operating costs of neighborhoods and hamlets at 2.5 million VND/month; prioritizes those who are participating in work in neighborhoods, hamlets, residential groups, and people's groups before the arrangement; at the same time, promptly prepares and supplements qualified, capable, responsible, reputable, and healthy people to participate in neighborhood and hamlet activities after the arrangement.
Regarding the implementation process, the People's Committee of the ward, commune, or town develops a project to reorganize the neighborhood or hamlet (merge or split, establish a new neighborhood or hamlet), organizes to collect opinions from all voters or voters representing households. If more than 50% of voters or voters representing households in the reorganization area agree, the People's Committee of the commune or town submits it to the People's Council of the commune or town for approval at the nearest meeting.
From the date of the People's Council's resolution, the dossier will be completed and submitted to the District People's Committee (for wards implementing urban government and not organizing People's Councils, the Ward People's Committee will submit it to the District People's Committee and Thu Duc City People's Committee). In case the project has not received approval from more than 50% of voters or representative voters, the People's Committee of the commune, ward or town will organize a second round of consultation; if it still does not receive approval from more than 50%, it will be reported to the District People's Committee, Thu Duc City People's Committee for consideration and decision.
From those valid documents, the People's Committee of the district, town, and Thu Duc City will develop a master plan, complete the plan, and submit it to the Department of Home Affairs for appraisal before submitting it to the People's Committee of Ho Chi Minh City. The consolidation of political and social organizations in the neighborhood and hamlet is carried out after completing the arrangement of the neighborhood and hamlet. Personnel participating in neighborhood and hamlet activities are selected by the Party Committee, government, and mass organizations of the ward, commune, and town, ensuring compliance with regulations, publicity, democracy, and ensuring reasonable numbers and structures; giving priority to those who are participating in work in the neighborhood, hamlet, residential group, and people's group before the arrangement.
