Ho Chi Minh City informs about the incident at the second round of the competency assessment exam

On the morning of June 6, Ho Chi Minh City National University (VNU-HCM) informed about the handling of incidents in some examination rooms during the second round of the VNU-HCM Competency Assessment Exam in 2025.

According to Dr. Nguyen Quoc Chinh, Director of the Center for Testing and Training Quality Assessment, on the morning of June 3, the Examination Council of the Ho Chi Minh City National University's Competency Assessment Test, Phase 2, 2025, held an extraordinary meeting to review and handle the complaints of candidates at Examination Cluster 9 (Ho Chi Minh City University of Technology), related to incidents that occurred in some examination rooms.

According to the report from Examination Cluster 9, two incidents occurred, specifically: In examination room P.42 [08.14], Examination site No. 17, candidates reported that they were not allowed to hold a pen to do the test in the first period, affecting the test time. In examination room P.39 [08.14], candidates reported that they were not given scratch paper, causing difficulties in the test taking process.

After reviewing the incident, Examination Cluster 9 requested the relevant invigilators and supervisors to explain. The verification results showed that: In examination room P.42, the cause of the incident was due to the invigilator mishearing the bell, leading to a delay in allowing candidates to start the test. This incident stemmed from the subjectivity and errors in the professional coordination of the invigilators, affecting the rights of candidates.

In exam room P.39, the reason was that the exam supervisor did not fully check the equipment and supplies according to the prescribed list, leading to no scratch paper being given to the candidates.

This error arose from the carelessness of the invigilators in performing their duties and this incident was not reported promptly to the Examination Council at Examination Site No. 17.

The Examination Council has proposed measures to handle the situation, including assigning the leaders of Examination Cluster 9 to contact the affected candidates, and having the representatives of the Examination Council directly apologize to the candidates and support the candidates in overcoming the consequences; the leaders of Examination Cluster 9 are responsible for verifying the individuals involved, applying appropriate measures and reporting back to the Examination Council.

The examination council is reviewing and improving the organization of the examination to prevent similar incidents in future examinations. The HCM National University Examination Council is committed to maintaining transparency, fairness and constantly improving the examination organization process towards a more professional and effective direction.

Previously, a post appeared on social media about the negligence in the invigilation of the second round of the National University of Ho Chi Minh City's Competency Assessment Test. Specifically, the poster said he was a candidate taking the second round of the Competency Assessment Test (June 1). The incident that occurred on the day of the test almost caused this candidate to have a mental breakdown. Specifically, in the examination room (Room 04.02 18.14), Ho Chi Minh City University of Technology (Hutech), after the bell rang, the invigilator had not yet announced that the candidate was allowed to read the questions and was not allowed to take the test.

Then, at around 8:43 (13 minutes late), a student put down his pen and was reminded by the supervisor. When the student asked about the time to do the test, the supervisor still insisted that it was the time to read the questions, so this candidate and many others still believed in that information.

However, after a long time without being allowed to do the test, at around 8:52 (22 minutes late), the candidate reminded the supervisor, "Teacher, we don't have to look at the test in the first round." However, the supervisor still replied that they had to wait for the bell to ring before they could do the test.

It was not until 9:00 (that is, 30 minutes late), when there was a final reminder from the candidate, that the teacher said that the actual test time was from 8:30.

This candidate wrote: “What makes me upset is why the invigilator did not take any action the first time the candidate reminded him? Why is the invigilator in a major exam not aware of the time and exam regulations? The above incident has seriously affected the spirit and test results of me and many other students in the exam room because it took up too much precious time. I hope there will be a satisfactory explanation for this incident."

After receiving information from the press, VNU-HCM verified the incident.

On the morning of June 1, VNU-HCM organized the 2nd round of the 2025 National High School Graduation Exam with the participation of 92,272 (accounting for 97.27%) candidates at 80 testing locations in 34 testing clusters, spanning 11 provinces and cities from the Central to the Southwest regions.

Dr. Nguyen Quoc Chinh said that among the candidates who registered for the second round of the exam, there were 27,218 new candidates, 67,623 candidates who had participated in the first round of the exam and continued to register to improve their results. In total, 155,556 candidates registered for the exam in 2025.

The results of the second round of exams are expected to be announced on June 16. If candidates take both rounds of exams, the higher result will be used for admission consideration.

Previously, the results of the first round were announced with an average score of 618.4. There were 142 candidates scoring over 1,000 points, of which the highest scorer scored 1,060.

To date, more than 110 universities and colleges have registered to use the results of the National High School Graduation Exam organized by VNU-HCM for admission. According to regulations of the Ministry of Education and Training , candidates need to register their admission wishes on the National Admission System within the prescribed time.

In 2025, the exam structure will be adjusted to match the 2018 GeneralEducation Program. The exam will consist of 120 objective multiple-choice questions, with a test duration of 150 minutes and will be taken on paper.

From 2018 to 2024, the National High School Graduation Exam has affirmed its role as a prestigious admission method, contributing to improving the input quality not only for VNU-HCM but also for many training institutions nationwide. In 2024, this method helped VNU-HCM enroll more than 9,200 students, accounting for more than 38% of the total enrollment target.
