
This is a concrete step to implement Decision No. 2205 on implementing the action program of the Ho Chi Minh City Party Committee to implement Resolution No. 68 of the Politburo on developing the private economy to become an important driving force of the socialist-oriented market economy.
According to the People's Committee of Ho Chi Minh City, in the context of the city continuing to play the role of economic locomotive and innovation center of the whole country, promoting the strong and sustainable development of the private economic sector is a long-term strategic task. Ho Chi Minh City advocates removing ideological barriers and prejudices, while ensuring property ownership rights, freedom of business and equal competition among economic sectors.
The plan's objective is to create a transparent, stable and equal investment and business environment, effectively mobilizing resources from the private sector to serve the socio-economic development of Ho Chi Minh City. It requires departments, branches and localities to consider the difficulties of enterprises as the difficulties of the government, and consider the success of enterprises as the common success of Ho Chi Minh City.
The Ho Chi Minh City People's Committee affirmed that the city government will play a role in accompanying, serving and creating, creating conditions for the private economy to develop quickly and sustainably, without administrative intervention contrary to market principles, aiming to build an open and friendly relationship between the government and businesses.
Departments, branches, and People's Committees of wards and communes are required to innovate their management thinking, shifting from "management" to "service", taking people and businesses as the center, modernizing management methods based on data and digital technology , unifying policy implementation, eliminating the "ask - give" mechanism and the mindset of "if you can't manage, then ban".

Ho Chi Minh City aims to review and cut at least 30% of administrative procedure processing time and 30% of legal compliance costs. Priority reform areas include: business registration, investment, land, construction, tax, customs, insurance, intellectual property, technical standards and regulations. Apply digital technology, artificial intelligence and big data to make processes transparent, help businesses easily access and reduce operating costs.
Ho Chi Minh City also focuses on removing major obstacles regarding land, capital and high-quality human resources for the private economic sector; encouraging businesses to participate in investing in key projects, public-private partnerships (PPP), especially in the fields of transport infrastructure, energy, information technology, urban railways, high-tech industry and other strategic areas.
The Ho Chi Minh City People's Committee directed relevant agencies to review and pay outstanding contracts and debts to avoid misappropriation of capital and loss of social resources. Implement policies to support small and medium-sized enterprises, including exemption of corporate income tax for the first three years of operation, abolishment of business license fees, and reduction of unnecessary business conditions. The new mechanism will shift from pre-inspection to post-inspection, helping to reduce costs and create maximum convenience for businesses.
Strictly handle acts of harassment, causing difficulties or providing false information to businesses and business households. Build a transparent and fair investment environment, create trust so that businesses can confidently invest, expand production and accompany the long-term development of Ho Chi Minh City.
