Ho Chi Minh City reduces nearly half a million workers participating in trade unions

This information was stated at the press conference to inform about the 12th Congress of Ho Chi Minh City Trade Union, term 2023-2028 (taking place from September 22 to September 24) organized by the Ho Chi Minh City Labor Federation (HCMC Labor Federation) on September 19.

According to the draft report of the Executive Committee of the Ho Chi Minh City Labor Federation announced at the conference, in the 2018-2023 term, the Ho Chi Minh City Labor Union will enter a new development phase with many intertwined opportunities and challenges. The complex socio -economic context has deeply affected the situation of workers and laborers in the city, especially in the 2020-2022 period.

In the difficult context of the Covid-19 pandemic, workers and laborers still stick to production with models such as "3 on-site", "1 route - 2 destinations"... Grassroots trade unions of units set up "Covid safety teams" right at enterprises and units to urgently support workers and laborers.

All resources from the full-time union staff, finances and grassroots of the city's union organization are mobilized to respond to the epidemic and ensure the welfare of the workforce. At the same time, resources must also be shared to support the front line, prepare locations for mobile medical stations, create quarantine points, organize collection points, and disperse people to prevent the epidemic.

Summing up the work of preventing and fighting the Covid-19 epidemic, the city's trade unions at all levels have taken care of more than 1.3 million workers with a total cost of nearly 693 billion VND.

A notable result of the Ho Chi Minh City Labor Federation in the 2018-2023 term is the policy proposal of the Vietnam Trade Union to support union members facing difficulties due to the Covid-19 pandemic and the situation of job reduction and job loss.

From the above proposals, nearly 238,000 cases received support from the Vietnam General Confederation of Labor with an amount of nearly 368 billion VND; meals were supported for more than 61,000 workers with an amount of more than 61 billion VND; more than 656,000 people received support of more than 1,057 billion VND from the city budget and nearly 103,000 people received support of more than 393 billion VND from the central budget...

Despite many difficulties, the Ho Chi Minh City Federation of Labor still focuses on developing union members. In the period of 2018-2022, 6,741 new grassroots unions were established and 570,000 new union members were admitted.

By the end of 2022, the Ho Chi Minh City Federation of Labor managed 51 direct grassroots trade unions, 19,134 grassroots trade unions with 1,360,274 union members (out of a total of 1,522,093 workers, civil servants, and laborers).

However, due to the impact of the Covid-19 epidemic, in the period of 2020-2022, a large number of businesses had to temporarily suspend or stop operations, leading to a decrease in the number of grassroots unions and union members.

According to the draft report, in the 2020-2022 period, the number of grassroots unions decreased by 4,808, the number of union members decreased by 439,864, requiring time for recovery.

Therefore, in the draft report of the 12th Ho Chi Minh City Trade Union Congress, the Ho Chi Minh City Labor Federation set a target for the 2023-2028 period of an average annual increase of 120,000 union members; striving to have 1.98 million union members or more by the end of 2028.
