The incident happened before half-time at the Emirates, when Arsenal made it 2-0. Immediately after Eze's shot, goalkeeper Guglielmo Vicario raised his hand to protest, claiming that his vision was blocked by Arsenal players standing in an offside position. VAR intervened, but concluded that the goal was valid.
According to the announcement of the Premier League Match Operations Center: "The referee recognized the goal and VAR confirmed the decision because no Arsenal player was in the direct line of sight of the goalkeeper, nor did he make any action to affect the opponent despite being in an offside position."
This was difficult for many to accept, especially when camera angles showed Martin Zubimendi and Leandro Trossard standing behind Tottenham defenders Micky van de Ven and Kevin Danso, seemingly blocking Vicario when Eze shot the ball.
