Attending the ceremony were Party Central Committee member, City Party Committee Secretary, Head of the City National Assembly Delegation Nguyen Van Quang and Alternate Party Central Committee member, City Party Committee Deputy Secretary, City People's Committee Chairman Luong Nguyen Minh Triet.

Before the heroic martyrs, the city delegation respectfully offered flowers and incense to commemorate the merits of their ancestors, expressed gratitude to the heroic martyrs who sacrificed their lives in the early years of Da Nang's resistance against the French, and vowed to live up to the noble sacrifices of the heroic martyrs, unite, join forces, and be determined to build a peaceful, civilized, and modern Da Nang city.

Phuoc Ninh Cemetery was established in 1876, a sacred place marking the nameless heroes who fell in the glorious battles with the French army when the colonialists decided to occupy Da Nang from 1858-1860.

With more than 1,500 graves, the cemetery also preserves a valuable dark blue sandstone stele and the graves of two generals Nguyen Viet Thu and Nguyen Thuong Chat.

During the city's urban renovation process, these graves were relocated to Hoa Vang Cemetery and Son Ga Cemetery (in Hoa Tien Commune, Da Nang City).

The content of the stele helped later generations know the number of collected remains, the list of people in charge of this meaningful work, the reason for choosing the location of the cemetery, and the name of the author of the stele.

The Phuoc Ninh Cemetery relic stele is an original, unique artifact, carrying special historical and cultural values, and profound literary values of combat.
The entire content of the stele praises the spirit of patriotism, praises the heroes, honors the people, and those who sacrificed themselves for the country. In 1988, Phuoc Ninh Cemetery was recognized by the Ministry of Culture as a National Historical Relic.
