Completing the 500 kV transmission line projects from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) before June 30, 2024 is an urgent requirement to ensure sufficient electricity supply to the North for socio-economic development and improving people's lives in the coming months of 2024 and the following years.

Up to now, the project has basically completed a large amount of work, handing over all the sites of 1,177 foundation positions and 478/513 anchoring spaces; completed casting 1,162/1,177 column positions; completed and is assembling 620/1,177 steel columns, and performing wire pulling at 17 anchoring spaces. The results achieved are very remarkable and appreciated. The Prime Minister highly appreciated   the attention and active participation of the Provincial Party Secretary, Chairman of the Provincial People's Committee, Party committees and authorities at all levels, direct leadership, direction and mobilization of the entire political system and local authorities at all levels; the consensus and support of the people in the areas where the project passes through, who are willing to give up their residences, farming areas, and production and business areas for the national key project; commend the Ministry of Industry and Trade , the State Capital Management Committee at Enterprises and relevant ministries and branches for their attention, regular support and direction in removing difficulties of the project; the great efforts and determination of Vietnam Electricity Group, National Power Transmission Corporation, contractors and especially nearly 10,000 officers, engineers, workers and laborers working on the construction site with the spirit of "overcoming the sun, overcoming the rain", working continuously 24/7, "3 shifts, 4 shifts"https://dangcongsan.vn/kinh-te/,"eating quickly, sleeping urgently"https://dangcongsan.vn/kinh-te/,"throughout holidays and New Year's Day"https://dangcongsan.vn/kinh-te/,"only working, no back-and-forth" trying to complete the large amount of work assigned.

The project implementation process has shown many valuable experiences in leading, directing, and organizing the implementation of national key projects such as: needing to rely on the people, the strength of the people; doing a good job of propaganda, mobilization, and emulation; grasping the requirements, tasks, and developments of the situation to have appropriate solutions to promote project progress; mobilizing resources well, organizing scientific implementation; coordinating synchronously, smoothly, and effectively between agencies and units in implementation.

  Focus on directing the production of enough steel columns, ensuring progress, not leaving the foundation waiting for columns.

The Prime Minister emphasized that the workload is still very large while time is running out, so he suggested focusing on 5 key tasks : (1) Focus on directing the production of enough steel columns, ensuring progress, not leaving foundations waiting for columns; (2) Urgently complete the handover of anchorage areas to organize wire pulling; (3) Urge early handover of imported equipment and steel columns in accordance with the project's progress requirements; (4) Organize customs clearance as soon as the goods arrive at the border gate or seaport; (5) Coordinate the mobilization of maximum experienced and qualified human resources from corporations and groups such as Viettel, PVN, VNPT... to serve the construction of columns and wire pulling.

Ministries, agencies, especially investors, contractors, consultants, workers and laborers need to make more efforts, be more determined, strive to overcome all difficulties and challenges, with the spirit of "only talking about doing, not talking about retreating" to complete the 500 kV line 3 circuit project from Quang Trach to Pho Noi before June 30, 2024.

During the construction process, it is necessary to ensure technical requirements, construction quality, labor safety and environmental hygiene, especially in locations with complex and difficult terrain, seasonal weather, and unusual storms, which greatly affect the construction. Coordinate closely together, remove difficulties and obstacles to organize the construction to ensure the set progress.

Prime Minister Pham Minh Chinh assigned Deputy Prime Minister Tran Hong Ha and Minister of Industry and Trade Nguyen Hong Dien to continue to inspect, urge, and direct the immediate resolution of difficulties and problems arising during the project implementation process to ensure the quality and progress of the project.

  Complete the compensation and resettlement support policy framework and submit it to the Prime Minister before May 27, 2024.

The Prime Minister requested the Ministry of Natural Resources and Environment to coordinate with Vietnam Electricity Group to urgently organize an appraisal to complete the compensation and resettlement support policy framework for the projects, and submit it to the Prime Minister for consideration and decision before May 27, 2024.

The Ministry of Transport directs management agencies to promptly complete agreements on measures to organize the construction of the 500 kV line 3 intersection with traffic routes (roads, waterways, railways) so that contractors can organize wire pulling; create conditions for Vietnam Electricity Group to speed up the progress of goods delivery at seaports and airports, in accordance with legal regulations, absolutely not affecting the overall progress of the project.

The Ministry of Finance directs the General Department of Customs and Customs at border gates (road, rail and sea...) to closely coordinate with the customs authorities of neighboring countries, support Vietnam Electricity Group, and facilitate the acceleration of customs clearance in accordance with legal regulations as soon as receiving documents for imported materials and equipment serving the construction of the 500 kV line 3 circuit projects from Quang Trach to Pho Noi.

The Ministry of Industry and Trade strongly directs the Trade Offices to focus on supporting Vietnam Electricity Group and the National Power Transmission Corporation in the delivery and transportation of goods in a number of countries that import goods.

The Ministry of Agriculture and Rural Development urgently guides localities in adjusting policies on changing forest use purposes to promptly serve project construction, ensuring compliance with legal regulations.

The Ministry of National Defense directed the Military Industry and Telecommunications Group to concentrate maximum human resources and equipment to erect poles and pull wires, and urgently support the Vietnam Electricity Group to speed up the project's progress.

The State Capital Management Committee at Enterprises directed the Vietnam Rubber Industry Group to promptly resolve problems related to land clearance for rubber plantations affected by the project as proposed by Ha Tinh province; directed the Vietnam Oil and Gas Group, the Vietnam Posts and Telecommunications Group and other experienced and qualified corporations and groups to support the Vietnam Electricity Group with human resources and equipment for pole erection and wire pulling.

  Mobilize maximum local human resources to participate in project construction

The Prime Minister requested the Provincial Party Secretary and Party Secretaries at all levels to continue to lead, direct, regularly inspect, urge, and mobilize local forces to support investors and contractors in organizing project construction in the locality; promptly encourage workers and laborers working at the construction site.

The Chairmen of the People's Committees of the provinces: Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh directed the Chairmen of the People's Committees and authorities at all levels to closely coordinate with the Vietnam Electricity Group and the National Power Transmission Corporation to continue to focus on propaganda and mobilization work to mobilize people to hand over the remaining anchorage areas to the construction unit before May 31, 2024. Urge households to dismantle their houses, move their assets and cut down trees in the route corridor before June 15, 2024 to organize the acceptance of the energization of the Projects; ensuring the maximum legal and legitimate rights and interests of the people.

The Chairman of the People's Committee of the provinces directed the authorities at all levels to coordinate with the Vietnam Electricity Group to mobilize maximum local human resources, especially provincial power companies, to participate in the project construction.

The People's Committees of the provinces (except Quang Binh and Ha Tinh) promptly approve compensation plans for the foundation and safety corridors so that investors can complete compensation for people and businesses.

  Complete power connection before June 30, 2024

The Prime Minister requested Vietnam Electricity Group and the National Power Transmission Corporation to review and complete the critical progress path, ensuring that the wire pulling will be completed by June 20, 2024 and the energization will be completed before June 30, 2024. On that basis, regularly inspect and urge contractors (especially steel pole suppliers) to continue to focus highly and urgently deploy with the spirit of "overcoming the sun and rain", promptly finding solutions to overcome difficulties and challenges to organize continuous construction 24/7, "3 shifts, 4 shifts", throughout holidays and days off, "eating quickly, sleeping quickly", meeting the set schedule, ensuring good technical requirements and quality of the project.

Actively coordinate with local authorities and relevant units to mobilize and utilize available labor, ensure sufficient human resources to participate in pole erection and wire pulling; at the same time, have reasonable construction solutions, ensure labor safety and environmental sanitation, and not affect local people.

The Prime Minister also requested the Vietnam Oil and Gas Group (PVN), Vietnam Posts and Telecommunications Group (VNPT), and the Military Industry-Telecoms Group (Viettel), based on their functions, tasks, and powers, to proactively and effectively coordinate closely and effectively with the Vietnam Electricity Group to support human resources and means to serve the construction progress of the 500 kV line 3 project from Quang Trach to Pho Noi.
