Propaganda and mobilization to create consensus

According to the City Party Committee's Propaganda and Mass Mobilization Department, Hanoi is simultaneously implementing hundreds of important projects.

In Tay Ho district, 56 construction investment projects are being implemented, involving 4,942 cases of site clearance, with a total compensation and support cost (according to the estimate) of more than VND 8,772 billion. Of which, there are 3 key projects, including: Tu Lien bridge construction project and roads at both ends of the bridge; Dang Thai Mai road construction project phase 1, Quang An ward; Pearl theater construction project and thematic cultural and artistic park in Quang An ward, Tay Ho district.

Long Bien District is also implementing 39 projects, involving 4,731 cases of site clearance, 451 resettled households, total recovered land area of ​​238.2 hectares; total compensation and support cost of 5,368.5 billion VND. Dong Anh District is implementing 370 projects, with a total investment of more than 105,411 billion VND, including 9 key projects.

According to reports from localities, the implementation of site clearance for projects is carried out in accordance with the order, procedures and regulations of the law, especially the regulations on democracy in site clearance. Districts have thoroughly grasped and seriously implemented Directive No. 36-CT/TU dated November 28, 2024 of the Standing Committee of the Hanoi Party Committee on "Promoting mass mobilization work in planning work; compensation, support and resettlement when the State acquires land"; Directive No. 07-CT/TU dated October 1, 2021 of the Standing Committee of the City Party Committee on "Promoting and improving the quality and effectiveness of mass mobilization work of state agencies".

Relevant agencies and local authorities where the land was recovered held public meetings to publicize legal documents of the projects; organized public consultations, surveys, investigations; developed plans; submitted plans for approval and paid compensation and support... according to regulations. Propaganda and mobilization work was actively coordinated in many forms; promoted the role of the political system, mass mobilization teams of villages, residential groups and grassroots cadres...

However, in the process of site clearance in some areas, especially related to residential land and agricultural land, difficulties and problems often arise due to the lack of consensus from some households on mechanisms and policies. The implementation of propaganda and mobilization work for the implementation of some key projects, especially the Tu Lien Bridge Construction Project and the access roads at both ends of the bridge, still faces difficulties due to the lack of information on site clearance boundaries, site clearance compensation policies, resettlement support policies, etc., which are directly related to people's lives.

According to Deputy Secretary of the District Party Committee, Chairman of the Tay Ho District People's Committee Nguyen Dinh Khuyen, the Tu Lien Bridge and approach roads construction project has a large volume of land clearance, involving 3 districts: Tay Ho, Long Bien, Dong Anh. Of which, Tay Ho district accounts for 67.17% of the total investment of the land clearance component projects. The total number of cases of land revocation to implement the Tu Lien Bridge project is 558 cases. Propaganda and mobilization to create consensus and high unanimity among the people, ensuring that the land clearance work is implemented on schedule plays a particularly important role in helping the project to start and complete as planned.

In order for the site clearance of major projects to be carried out on schedule, districts have stepped up propaganda and mobilization work to create consensus among the people. Head of the Propaganda and Mass Mobilization Department of Long Bien District Party Committee Dinh Thi Thu Huong said that the Standing Committee of the District Party Committee has led and directed the wards to focus on propaganda, mobilization, listening to the legitimate and legal thoughts and aspirations of the people before the project starts; promptly propose solutions to resolve shortcomings and inadequacies for competent authorities to consider and make appropriate adjustments, ensuring maximum benefits for the people.

Deputy Secretary of Tay Ho District Party Committee Nguyen Le Hoang also said that the District Party Committee has assigned members of the Standing Committee and District Party Committee to regularly monitor and grasp the situation, directly visit each household to propagate, mobilize, and persuade people to comply with compensation and resettlement support policies; have direct dialogues to listen to opinions and recommendations of the people, especially households directly affected by the project, to focus on handling and resolving violations right from the beginning, avoiding creating "hot spots"...

According to Nguyen Van Cuong, Deputy Secretary of the Dong Anh District Party Committee, during the implementation process, there must be openness and transparency, and the place where people and organizations are resettled must be equal to or better than the original location. To do this, Dong Anh District and related units pay special attention to "resettlement" for the deceased affected by the project implementation. The cemeteries where graves from the projects are moved to are always spacious, green, clean, and beautiful. From there, it creates trust and consensus among the people when the graves of relatives in the family are subject to site clearance.

Member of the Standing Committee of the City Party Committee, Head of the Propaganda and Mass Mobilization Department of the City Party Committee Nguyen Doan Toan said that the propaganda and mobilization work for site clearance at key projects in the coming time will contribute significantly to creating consensus among the people and speeding up the progress of project implementation. This is a content that the city has identified as very important in order to synchronously develop the transport infrastructure system, create a connecting space, develop the economy with a growth target of 8% or more in 2025, thereby improving the material and spiritual life of the people of the capital.

The issuance and direction of the implementation of Directive No. 36-CT/TU, dated November 28, 2024 by the Standing Committee of the Hanoi Party Committee, shows the special attention of the Party Committee to this work.

Noting that Tay Ho district, Long Bien district and Dong Anh district are localities currently implementing many key construction investment projects, including the Tu Lien bridge project and the approach roads at both ends of the bridge, comrade Nguyen Doan Toan said that this is a group A project that the city has determined the start date for on May 19, 2025, on the occasion of the 135th anniversary of President Ho Chi Minh's birthday.

Appreciating the outstanding results that localities have achieved in propagating, mobilizing, creating consensus and high unanimity among the people when implementing site clearance work to serve large projects, the Head of the Propaganda and Mass Mobilization Department of the City Party Committee also acknowledged that localities have increased direct contact and dialogue with people in the area of ​​land acquisition, ensuring democracy and compliance with regulations.

Emphasizing that the Tu Lien bridge construction investment project is large-scale and complicated, requiring the clearance of a large area of ​​residential land, a large number of households to be resettled, related to religious works in Long Bien district and part of the cemetery area in Dong Anh district, comrade Nguyen Doan Toan suggested that the entire political system of localities needs to have synchronous participation to create consensus and unanimity among the people.

In order to effectively coordinate propaganda and mobilization work, comrade Nguyen Doan Toan suggested that the system of propaganda and mass mobilization agencies from the city to the grassroots level, closely coordinate with specialized agencies of the same-level and local governments, promote propaganda and mobilization; focus on propaganda to clarify the meaning, role, importance and benefits to the community of the projects; compensation and resettlement policies. Thereby mobilizing and promoting the combined strength of the entire political system and the role of grassroots cadres, enhancing direct dialogue with the people.

Along with that, it is necessary to discover, commend and replicate organizations and individuals who actively respond and perform well in site clearance work, ensuring necessary conditions to organize the groundbreaking ceremony of Tu Lien bridge project on schedule, towards completing site clearance in 2026.
