Prime Minister directs to continue to step up the fight against smuggling and counterfeit goods

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 72/CD-TTg dated May 24, 2025 requesting ministries, branches and localities to continue to step up the fight to prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights.

Continue to step up the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

In recent times, ministries, branches, localities and functional forces have made many efforts in implementing the Prime Minister 's Directives, Official Dispatches and instructions on combating smuggling, trade fraud and counterfeit goods, including Official Dispatch No. 65/CD-TTg dated May 15, 2025 on launching a peak period of fighting to prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights.

The peak period has initially detected, fought, prevented, and handled many cases and violators in the production and trade of fake milk, medicine, and food... However, the situation of smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights is still very complicated.

To continue to promote the fight, prevent, repel and eventually end smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; and protect the legitimate rights and interests of people and businesses, the Prime Minister requests:

1. First of all, commend the Ministry of Public Security , functional units of the Ministry of Industry and Trade, provinces and cities: Hanoi, Da Nang, Thanh Hoa, Phu Tho for promptly detecting and handling cases of trading in counterfeit goods such as functional foods, medical equipment, counterfeit functional foods, trading in goods with signs of counterfeiting famous brands and manufacturing and trading in prohibited goods.

2. Propose that the Central Committee of the Vietnam Fatherland Front and its member organizations continue to closely coordinate with ministries, branches and authorities at all levels in mobilizing businesses and people to actively and responsibly participate in the fight against smuggling, trade fraud and counterfeit goods to detect early, combat and prevent right from the grassroots, from the starting point.

3. Propose that the Secretaries of Provincial and Municipal Party Committees directly under the Central Government continue to lead and direct Party committees at all levels and the entire political system in the localities to participate in the fight against smuggling, trade fraud and counterfeit goods.

4. Requesting ministers, heads of ministerial-level agencies, government agencies, and Chairmen of People's Committees of provinces and centrally-run cities to continue to launch and strengthen the direction of functional forces and units to step up the peak period of the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; continue to step up the peak period of attacks with greater vigor, determination, and resoluteness; make more efforts; promptly detect and strictly handle violators; at the same time, strictly handle cadres, civil servants, and officers who show signs of moral degradation, corruption, negativity, protection, and abetting of law-breaking subjects.

5. Assign the Minister of Health to urgently submit to the Government amendments and supplements to Decree No. 15/2018/ND-CP dated February 2, 2018 of the Government detailing the implementation of a number of articles of the Law on Food Safety, to be completed in May 2025; preside over and coordinate with relevant agencies to report to the Government to propose competent authorities to immediately handle a number of limitations and inadequacies of the Law on Food Safety according to the recommendations of ministries and branches, especially the recommendations of the Ministry of Public Security in Official Dispatch No. 1977/BCA-C01 dated May 13, 2025, to be completed before June 5, 2025, ensuring submission to the National Assembly in June 2025.

6. Press and media agencies should increase reporting on the dangers of smuggling, trade fraud, counterfeit goods, and intellectual property rights infringement; promptly commend positive examples and good practices of ministries, branches, and localities; criticize and condemn negative behaviors and irresponsible behavior that lead to consequences.
