In addition, market management forces will launch a concentrated campaign to inspect and handle violations related to smuggling, counterfeit goods, goods of unknown origin, food safety violations, and commercial fraud in the last months of the year, during the New Year's Day, Lunar New Year, and Spring Festival season of 2026.
Regarding social welfare, the city has developed a plan to give Tet gifts for the Lunar New Year of the Horse 2026 to policy beneficiaries, meritorious individuals, and vulnerable groups. It is expected that Hanoi will distribute over 1.165 million gift packages, with a total budget exceeding 574 billion VND, demonstrating practical care and concern for all segments of the population during the traditional Tet holiday.
Hanoi police are launching a high-intensity campaign to combat and suppress crime from December 15, 2025 to March 16, 2026, ensuring absolute security and order for the Lunar New Year (Year of the Horse) and other early year festivals. The city also requires increased control and strict handling of violations related to firecrackers.
In the cultural and tourism sector, Hanoi plans to organize a series of activities starting before and continuing throughout the Tet holiday; historical sites will remain open to serve the public and tourists throughout the holiday. The city plans to hold fireworks displays at 5 locations for the New Year and at 31 locations for the Lunar New Year, creating a cultural and spiritual highlight for the people of the capital.
Concluding the meeting, Vice Chairman of the Hanoi People's Committee Vu Thu Ha emphasized that 2026 is the first year Hanoi implements the two-tiered local government model; therefore, Tet celebrations need to be organized earlier, more systematically, and for a longer period. According to the directive, Tet activities will begin on December 20th and continue until the end of the Lunar New Year, with clear responsibilities assigned to each department, sector, and locality to reduce peak pressure and allow people to fully enjoy the festive atmosphere.
The Vice Chairman of the City People's Committee requested that localities urgently beautify urban areas and clean up the environment before December 23rd; each locality should select at least two streets or focal points to decorate for the public to celebrate Tet. At the same time, departments and agencies should proactively organize appropriate, dignified, economical, and effective cultural and artistic activities; thoroughly review all policy beneficiaries to ensure that no one is left without a Tet celebration; and develop plans to ensure security and safety for all activities during Tet.
