
Attending the conference at the Central Organizing Committee bridge were Deputy Heads of the Central Organizing Committee, representatives of the leaders of departments, offices and units under the Central Organizing Committee.
The conference was held to disseminate and implement six important documents of the Politburo on personnel work and internal political protection.
The conference listened to comrade Hoang Dang Quang, member of the Party Central Committee, Deputy Head of the Central Organizing Committee, thoroughly grasp the new points in Regulation No. 368-QD/TW, dated September 8, 2025 of the Politburo on the list of positions, groups of positions, and leadership positions of the political system; Regulation No. 377-QD/TW dated October 8, 2025 of the Politburo on decentralization of cadre management and planning, appointment, nomination, temporary suspension from work, dismissal, resignation, and dismissal of cadres; Conclusion No. 198-KL/TW dated October 8, 2025 of the Politburo on the policy of evaluating leaders and managers in the political system.

Comrade Hoang Dang Quang thoroughly grasped new points in a number of Central documents on Party building and organization work.
Regulation No. 368-QD/TW was issued to ensure the requirements of building a streamlined political system that operates effectively, efficiently, and effectively; unified, comprehensive, synchronous, and interconnected between titles and positions in the political system; and consistent with the standards of titles, positions, and job positions of each agency, locality, and unit. The regulation is the basis for Party committees and organizations at all levels to specify the list at the locality and unit level, helping personnel work to be carried out according to a unified framework, ensuring the correct principles and consistent leadership of the Party on personnel work.
Regulation No. 377-QD/TW is an extremely important document to concretize the Party's policies and resolutions, ensuring unified and effective leadership in personnel work. The new regulation has integrated all contents on decentralization of management, planning, appointment and introduction of candidates into a single document; ensuring comprehensiveness and connection between stages in personnel work.
Conclusion No. 198-KL/TW clearly defined the authority and responsibility of Party committees and organizations in the management and evaluation of cadres in order to promptly replace cadres who do not fulfill their assigned duties and tasks, meeting the requirements of the new period.

Within the framework of the conference, comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organization Commission, presented new contents in Regulation No. 365-QD/TW, dated August 30, 2025 of the Politburo on standards for titles of cadres under the management of the Party Central Committee, the Politburo, the Secretariat and the framework of standards for titles of cadres, leaders and managers at all levels; Regulation No. 366-QD/TW, dated August 30, 2025 of the Politburo on review, assessment and classification of quality for collectives and individuals in the political system; Regulation No. 367-QD/TW dated September 4, 2025 of the Politburo on a number of issues on internal political protection of the Party.
Specifically, Regulation No. 365-QD/TW has initially laid the foundation for strong innovation in personnel work, ensuring substance and effectiveness, especially in the work of assessing and evaluating personnel. The Regulation has built a system of standard frameworks and titles, suitable for each field and sector, consistent throughout the entire political system. At the same time, it sets out general standards for leaders and managers at all levels in a clearer and more specific way, maximally quantifying qualitative standards, while emphasizing the requirements for leadership prestige, especially valuing both "virtue" and "talent", taking moral qualities and lifestyle as the foundation; capacity, work efficiency and specific work products as measures for selecting personnel.
Regulation No. 366-QD/TW has closely followed the requirement of regular and continuous assessment of cadres; supplemented assessments according to term regulations and ad hoc when required, shifting from annual periodic assessments to regular and continuous assessments, meeting the requirements of cadre work. At the same time, the regulation has issued a set of criteria for assessing each cadre position under the management of the Politburo and Secretariat to resolve and overcome the gaps and limitations that existed before when there were no specific criteria for assessing strategic-level cadres associated with the functions and tasks of agencies, units and the responsibilities and authority of each position.
Regulation No. 367-QD/TW has added subjects to ensure consistency with the standards of people entering Party committees, holding leadership and management positions in accordance with the current Party organization system from the Central to local levels; unifying the understanding and synchronous application of terms to help identify, proactively prevent and stop risks affecting the political reputation and leadership role of the Party.
At the conference, the Central Organizing Committee received many enthusiastic, responsible and realistic comments. The Central Organizing Committee received comments from agencies and units; initially discussed and resolved some problems and difficulties reported by localities and agencies.
Concluding the conference, comrade Hoang Dang Quang requested delegates at the connecting points to continue to closely coordinate with the Central Organizing Committee to complete the draft guidelines; at the same time, carefully study the 6 documents that have just been thoroughly grasped by the Politburo on Party building and organization work to concretize and organize the implementation of these contents to ensure synchronization, unity and effectiveness.
