Deploying the organization of collecting opinions on the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution

Deputy Prime Minister Le Thanh Long requested the Ministry of Justice to: Develop a document guiding the synthesis of the results of collecting opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, and send it to agencies, ministries, branches, and localities (to be completed before May 8, 2025).

The Ministry of Justice synthesizes reports summarizing the results of consultation with ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities, and prepares a Government Report on the results of consultation with ministries, branches, and localities on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, and submits it to the Government for consideration and approval no later than June 3, 2025.

Synthesize reports summarizing the results of collecting opinions from agencies (Central Party Committees, Central Party Office, Office of the President, Government, Supreme People's Court, Supreme People's Procuracy, State Audit, Central Committee of Vietnam Fatherland Front) and reports from the National Assembly Office (synthesizing comments on the National Assembly's Electronic Information Portal), the Government Office (synthesizing comments on the Government's Electronic Information Portal), the Ministry of Public Security (synthesizing people's opinions on the VNeID application); Draft a report synthesizing the results of collecting opinions from the People, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, submit it to the Government for consideration and approval no later than June 3, 2025 to send to the Committee for drafting amendments and supplements to a number of articles of the 2013 Constitution (to be completed no later than June 5, 2025).

The Ministry of Justice is the focal point to monitor and urge ministries, agencies and localities in the process of organizing the collection of opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.

Collect public opinions on VNeID application until May 29, 2025

Deputy Prime Minister Le Thanh Long assigned the Ministry of Public Security to: Establish and manage a utility system to collect public opinions on the VNeID application from May 6, 2025.

until May 29, 2025; promote and guide people to make comments on the VNeID application.

Develop a report summarizing the results of public opinion collection on the VNeID application, no later than May 30, 2025, and send it to the Ministry of Justice for general synthesis.

Preside over and coordinate with the Ministry of National Defense and relevant agencies to ensure national security, social order and safety during the process of collecting opinions from the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.

Building a column to collect public opinions on the draft on the Government's electronic information portal

The Government Office has the following tasks: Publish documents for consultation on the Government's electronic information portal (from the source published on the National Assembly's electronic information portal).

At the same time, build a Column to collect public opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution on the Government's electronic information portal; synthesize comments on the Column, and no later than May 30, 2025, send a Report summarizing the results of collecting opinions on the Government's electronic information portal to the Ministry of Justice for general synthesis.

Ministry of Culture, Sports and Tourism: Directs and guides central and local news agencies and press agencies to organize propaganda and dissemination in appropriate forms during the process of collecting opinions from the People, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, mobilizing all classes of people to participate in contributing opinions; manages press information during the process of collecting opinions.

Voice of Vietnam, Vietnam Television, Vietnam News Agency: Open special pages and columns to propagate, disseminate, and report on activities to collect opinions from the People, sectors, and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution.

Ministries, ministerial-level agencies, and government agencies: Issue plans or documents directing, disseminating, and thoroughly implementing the organization of opinion collection within their ministries and sectors; organize forms of opinion collection for subjects under their management, experts, and scientists according to Plan No. 05/KH-UBDTSĐBSHP dated May 5, 2025 of the Committee for drafting amendments and supplements to a number of articles of the 2013 Constitution.

Propaganda, dissemination, and mobilization of cadres, civil servants, public employees, and workers to contribute opinions to the draft Resolution amending and supplementing a number of articles of the 2013 Constitution on the VNeID application, the National Assembly Electronic Information Portal, the Government Electronic Information Portal, or send written opinions to the agencies responsible for synthesizing the opinions of the People as stated in Section III of Plan No. 05/KH-UBDTSĐBSHP. Develop a report summarizing the results of collecting opinions from ministries and branches, no later than May 30, 2025, and send it to the Ministry of Justice for general synthesis.

Propaganda, dissemination, mobilization of cadres, civil servants, public employees and people of all walks of life to contribute comments to the draft

The Deputy Prime Minister requested the People's Committees of provinces and centrally run cities to: Publish documents for collecting opinions on the electronic information portals of provinces and centrally run cities.

Central; issue plans or directive documents, disseminate and thoroughly implement the organization of collecting opinions at the local level.

Propaganda, dissemination, and mobilization of cadres, civil servants, public employees, workers under the management scope and people of all walks of life to contribute opinions to the draft Resolution amending and supplementing a number of articles of the 2013 Constitution on the VNeID application, the National Assembly Electronic Information Portal, the Government Electronic Information Portal or send written opinions to the agencies responsible for synthesizing people's opinions stated in Section III of Plan No. 05/KH-UBDTSĐBSHP.

Prepare a report summarizing the results of the consultation in your locality, no later than May 30, 2025, and send it to the Ministry of Justice for general synthesis.

Ministry of Finance: Arrange funding and guide agencies to prepare estimates and finalize funding for the task of organizing the collection of opinions from the People, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution in accordance with the provisions of law.
