The conference aims to deploy the plan to draft the Law Project with the scope of regulation related to 11 laws, including: Law on National Defense (2018); Law on Militia and Self-Defense Forces (2019); Law on Reserve Forces (2019); Law on National Defense and Security Education (2013); Law on Military Service (2015); Law on Professional Soldiers, Workers and National Defense Officials (2015); Law on Vietnam Border Guard (2020); Law on Civil Defense (2023); Law on Officers of the Vietnam People's Army (1999, amended in 2008, 2014, 2024); Law on Management and Protection of National Defense Works and Military Zones (2023); Law on People's Air Defense (2024).

At the conference, delegates heard the announcement of the Decision to establish the Steering Committee and Drafting Team of the Draft Law; at the same time, focused on discussing the scope of amendments, document format, responsibilities of each agency, unit and coordination contents during the implementation process.

In addition, the opinions also analyzed and pointed out a number of difficulties and obstacles and proposed solutions to ensure the progress and quality of the draft law.

Speaking at the conference, Colonel Nguyen Viet Dung emphasized that the time to complete the Law Project is very urgent, and must be reported to the Government to submit to the National Assembly before May 30, 2025. Therefore, he requested that agencies and units urgently carry out assigned tasks, focus resources to fully prepare the revised and supplemented contents and send them to the Legal Department for synthesis, ensuring the correct progress and plan.
