Online administrative reform when implementing administrative unit reorganization and deploying a two-tiered local government organizational model.

On the afternoon of June 11th, the Government Office held an online conference on administrative reform in the context of reorganizing administrative units and implementing the two-tiered local government model. Ms. Mai Thi Thu Van, Deputy Head of the Government Office, chaired the conference.

Attending the meeting at the provincial level were leaders from the Provincial People's Committee Office, the Public Administrative Service Center; and leaders and specialists in charge of administrative procedure reform from various departments, agencies, the Provincial Police, and VNPT Cao Bang.

The conference provided information on the following topics: New points of Decree No. 118/2025/ND-CP dated June 9, 2025, on the implementation of administrative procedures under the one-stop and integrated one-stop mechanisms at the One-Stop Service Center and the National Public Service Portal; specific regulations on the organization of provincial and commune-level Public Administrative Service Centers from July 1, 2025; guidance and urging the updating of information and data on the National Public Service Portal and upgrading the information system for resolving administrative procedures at the provincial level; and urging the implementation of Resolution No. 66/NQ-CP dated March 26, 2025, of the Government on the program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026.

Units and localities discussed, exchanged information, and answered questions regarding the contents of decrees and resolutions; shared and resolved difficulties in the process of implementing administrative procedure reforms, maintaining the information system for handling administrative procedures when rearranging administrative units and deploying the two-tier local government organizational model.

Concluding the conference, the leaders of the Government Office requested that: Units and localities focus on promoting administrative reform, especially administrative procedures related to production and business activities; disseminate, thoroughly understand, and issue implementation plans, specifying goals and tasks, and ensuring clear outcomes when implementing Decree No. 118; review and develop plans to consolidate the Public Administrative Service Centers at the provincial and commune levels; pay attention to the arrangement and placement of officials, while ensuring the smooth and efficient handling of administrative procedures without interruption. Based on the decentralized and delegated administrative procedures, quickly publicize the list of administrative procedures and update them; review and re-evaluate online public services, prioritizing the upgrading of essential public services; ensure that 100% of administrative procedures are implemented regardless of administrative boundaries; strictly implement the digitization of documents and records, creating favorable conditions for citizens and businesses…
