Dong Thanh commune is a border commune located in the West of Tay Ninh province, bordering Cambodia to the West and Vam Co river to the East. The commune is located in a difficult area of ​​the province, rural infrastructure is generally difficult, not yet invested synchronously. The land is contaminated with alum, unevenly distributed between mounds, swamps, and depressions, causing difficulties for agricultural development by region. The economic conditions of Dong Thanh commune are oriented to develop in a diverse direction, including high-tech agriculture, industry and services, to improve people's lives.

In order to improve capacity and understanding of the legal aid policy (abbreviated as TGPL) of our Party and State and improve legal knowledge in legal fields practically related to the lives of people in Dong Thanh commune. On the morning of November 13, 2025, the Tay Ninh Provincial State Legal Aid Center (abbreviated as the Center) coordinated with the People's Committee of Dong Thanh commune to organize a training conference to improve capacity and knowledge of legal aid in the National Target Program on Sustainable Poverty Reduction in 2025, implemented according to Plan No. 1763/KH-STP dated October 31, 2025 of the Department of Justice of Tay Ninh province on implementing a number of legal aid contents in the National Target Program on Sustainable Poverty Reduction in 2025.

Attending the event were more than 100 delegates including representatives of the People's Council's committees, representatives of agencies and units under the People's Council and People's Committee Office, Department of Culture and Society, Commune Police, Commune Administrative Service Center, Commune Career Service Supply Center, hamlet chiefs, hamlet officials, community representatives, group leaders, union branch officials, poverty reduction collaborators, prestigious people, organizations and representatives of households in the area.

Mr. Le Minh Hien - Director of the Center presented the basic contents of the legal aid policy, the subjects eligible for legal aid and how to access legal aid services. When a legal incident occurs, the subjects eligible for legal aid can request legal aid themselves or through relatives, agencies, competent persons conducting proceedings or other agencies, organizations, and individuals. They can choose the person who performs legal aid, which can be a Legal Aid Officer or a Lawyer (who has signed a contract to perform legal aid with the Center) to participate in protecting their own legal rights and interests. At the same time, Mr. Le Minh Hien also disseminated the inheritance regulations according to the provisions of civil law so that officials and people in the area could grasp and understand who had the right to inherit, which cases were not allowed to leave inheritance in the will but still had the right to inherit, etc., disseminated the provisions of the law on preventing and combating domestic violence, domestic violence is not only physical violence but also mental violence, sexual violence and economic violence so that people could access and prevent it.

In addition, Mr. Le Minh Hien also promoted the topic of Hui, which is considered a form of property transaction according to custom based on the agreement of a group of people. The organization of Hui is for the purpose of mutual assistance among the people, but there are also many risks if the participants do not understand and do not comply with the provisions of the law, it is easy for bad elements to take advantage of the trust to appropriate the property of participating Hui members. Therefore, people must be very vigilant with this type of form, must grasp the information of the Hui members such as address, phone number to be able to verify information with each other, must grasp the date of contribution to Hui, the amount of money contributed, must participate in abandoning Hui, ... to avoid losing the property that has been accumulated with much effort.

After the Conference, many people stayed to meet with the Legal Aid Officers to raise their legal problems and were guided by the Legal Aid Officers to answer questions about land, inheritance, savings and credit associations, etc. so that people could understand clearly.

Strengthening training and improving capacity and knowledge of legal aid in localities, especially in communes in border areas including Dong Thanh commune, is necessary, contributing to creating social equity in people's access to legal policies and reducing financial difficulties in accessing legal services today./.
