The Central Government 'pours' huge capital into many projects in Phu Quoc

TPO - The central government will support up to 70% of public investment capital for a series of strategic infrastructure projects serving APEC 2027 in Phu Quoc, with the remaining balance coming from the local budget, including freshwater reservoirs, APEC Convention Center, APEC Boulevard, urban trains and connecting traffic routes. Many projects with investment capital of up to thousands of billions of VND are required to be completed before mid-2027.

On May 18, the Office of the People's Committee of Kien Giang province said that the Prime Minister had issued a decision assigning the task of preparing conditions and implementing a number of measures to speed up the implementation of projects serving the APEC 2027 Conference in Phu Quoc City.

The Central Government supports 70% of the budget for public investment projects serving APEC 2027 in Phu Quoc.

Accordingly, the Prime Minister agreed to support 70% of the investment capital from the central budget for public investment projects serving APEC 2027 in Phu Quoc, the remaining capital will be balanced by Kien Giang from the provincial budget. Projects supported by central capital include: Freshwater reservoir project (Cua Can and Duong Dong lakes), total capital of nearly 4,000 billion VND, implemented until June 2027.

APEC Conference Center Project , on an area of ​​57 hectares, with a total investment of about 1,400 billion VND. Implementation period from May 2025 to June 2026.

Urban metro line project, section 1 (Phu Quoc Airport - Convention Center - DT.973), over 20km long, invested in the form of public-private partnership ( PPP), with a total capital of about 9,000 billion VND.

Investing in upgrading, expanding and extending provincial road 975, about 20km long, 60m wide, with a total cost of about 2,500 billion VND.

There is also an urban beautification and digital transformation project to build a smart city, with a total capital of more than 1,400 billion VND.

The total investment capital for the above projects is estimated at more than 20,100 billion VND (central budget supports 70%, local budget participates 30%).

As for the APEC Avenue Project (about 3km long, 68m wide), the total investment is more than 1,800 billion VND, the central budget supports 50% , the rest is from the local budget and investors.

The level of central budget support for each project will be based on the total investment in the investment policy, investment decision or project approval decision.

The Prime Minister also allowed the application of a number of special mechanisms to implement projects serving APEC 2027, such as: Granting licenses to exploit sand mines in Phu Quoc City to serve the construction of embankment projects, leveling the ground of the APEC Conference Center and functional works...

The Prime Minister requested Kien Giang province to be responsible for reviewing, selecting and deciding on projects that need to be implemented to serve the organization of the APEC 2027 Conference, ensuring that they are linked to the sustainable development goals of the locality and the country. Kien Giang province needs to have a plan to effectively exploit and use the works long-term after the Conference; propose the need for central budget support, balance and arrange local budget capital according to regulations; mobilize other legal capital sources to implement the projects.

Project implementation must ensure progress, quality, efficiency, preserve landscape, protect natural ecological environment and not affect national defense and security tasks; absolutely do not allow negativity, corruption, loss, waste or group interests to occur.
