
This is the second time, during his official visit to Kuwait and Algeria, attending the G20 Summit and bilateral activities in South Africa (from November 16 to 24), that Prime Minister Pham Minh Chinh chaired an online meeting with domestic officials on the flood situation, response and overcoming the consequences of natural disasters, after the meeting on November 20 from Algeria.
After listening to reports from ministries, branches and localities and concluding the meeting, Prime Minister Pham Minh Chinh stated that the people need us most in difficult times, and relevant entities must put themselves in the position of the people to overcome the consequences of natural disasters as quickly and effectively as possible, with the highest focus on people.
Regarding urgent tasks ahead, the Prime Minister requested an urgent review of isolated areas, absolutely not allowing them to be inaccessible; arranging funerals for the deceased; treating the injured; promptly providing supplies to the people, not allowing anyone to lack food or clothing...
In response to the local proposal, the Prime Minister directed the Ministry of Finance to immediately balance additional support for: Dak Lak 500 billion VND, Gia Lai 150 billion VND, Khanh Hoa 150 billion VND, Lam Dong 300 billion VND, totaling 1,100 billion VND. This decision was also issued on the morning of November 23.
Along with that, the Prime Minister directed to support Dak Lak with 2,000 tons of rice, Gia Lai with 1,000 tons of rice, Lam Dong with 1,000 tons of rice. The provinces use the support resources economically and effectively, avoiding waste and corruption and negativity.
The army and police continue to mobilize maximum forces to respond to and overcome the consequences of natural disasters, serve, help and support people; the Ministry of National Defense, Military Region 5, Military Region 7, divisions stationed in the area, the Ministry of Public Security, youth union, veterans association... mobilize forces, focus on supporting house repairs and environmental sanitation for people.
Regarding the transportation of materials and goods, the Prime Minister directed transportation from the nearest place, if necessary, using aviation, railway and other means; immediately arranging helicopters and drones to access inaccessible areas.
The Prime Minister requested a review of those who lost their homes (the latest figures are about 1,900 houses collapsed, toppled, or washed away), and that the rebuilding of houses for people must be completed by January 31, 2026 (before Lunar New Year). Localities should develop specific plans, propose ways to do it, and maximize creativity. For houses that need to be repaired or reinforced, localities should calculate to complete them by November 30.
Regarding schools, the Ministry of Education and Training will preside over and work with localities to review, synthesize, and have a full report before November 30; repair and rebuild damaged and collapsed schools as soon as possible. The Ministry of Education and Training will compile statistics and provide immediate support so that students do not go to school without books.
To quickly restore production and business, the Ministry of Finance has implemented solutions to support taxes, fees, and charges, and directed the urgent payment of insurance to those affected; the Ministry of Agriculture and Environment is concerned with plant and animal varieties, etc.; the State Bank has directed the banking system to defer, extend, and postpone debt, and deploy credit packages to restore production and business; the Ministry of Construction has directed the restoration of the traffic system as soon as possible, and carried out emergency procedures to do it as quickly as possible.
The Prime Minister also directed to urgently restore telecommunications, electricity, and production and business; to prevent shortages of goods, hoarding, price hikes, and market instability.
The Prime Minister requested relevant agencies to review the operation of reservoirs; localities to study long-term, fundamental solutions such as resettlement to move people out of dangerous areas.
The provinces assigned the Standing Committee members of the Provincial Party Committee, leaders of the Provincial People's Committee, and leaders of departments and branches to go down to the grassroots level. All hot spots such as flooded and isolated areas must have provincial leaders present to grasp the situation and command and direct. Localities announced the focal points and locations for receiving unified and concentrated support, so that the support would be systematic, orderly, and allocated appropriately and effectively.
