On the afternoon of October 23, working group No. 17, led by comrade Duong Anh Duc, member of the Standing Committee of the City Party Committee, Head of the Propaganda and Mass Mobilization Committee of the Ho Chi Minh City Party Committee, supervised the wards and communes of Tan Dong Hiep, Dong Hoa, An Long, and Phuoc Thanh (Ho Chi Minh City) on the implementation results of Plan 249 of the Central Inspection Committee .

At the meeting, leaders of wards and communes reported on the implementation results of Plan 249 and made many recommendations to remove difficulties and obstacles in the implementation process such as: staff allocation, finance, investment in equipment to serve the operation of local government at 2 levels...
The leader of Dong Hoa ward said that most of the ward's IT equipment and infrastructure were mainly inherited from the old facilities, many of the equipment from the old units had been fully depreciated. Therefore, the ward proposed that the city soon arrange funding and equip the ward according to the registered lists to meet the work requirements.

The leaders of An Long commune also proposed to supplement funding for purchasing and upgrading information technology equipment (computers, printers, scanners, network equipment...) to serve the management, digital transformation, and operation of the local electronic administrative software system.
Meanwhile, the leaders of Tan Dong Hiep ward proposed that the city allocate budget to invest in building 1 more secondary school and 2 primary schools to meet the needs of school facilities and the number of students that are surplus according to current standards. Currently, 5/11 schools in the ward were built a long time ago and have deteriorated, needing to be repaired and renovated.

Concluding the meeting, Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee Duong Anh Duc shared the difficulties and pressures that wards and communes are facing. He also said that regarding information technology infrastructure, localities should proactively develop specific investment projects, calculating the need for equipment and technology to serve management and operations.

The Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee noted that this work should be prepared well in advance so that when the project to complete the infrastructure and information technology equipment for the City Public Administration Service Center, the People's Committees at the commune level and the public administration service centers at the commune level is approved, the localities can immediately implement the purchase according to their authority.
Regarding the planning and investment in school construction, comrade Duong Anh Duc said that the Resolution of the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, has set a target of 300 classrooms/10,000 school-age people. To achieve this target, it is necessary to first focus resources on investing in education in the Binh Duong area.
Specifically, localities must proactively review and adjust planning, select suitable land locations to implement investment projects to build schools. At the same time, coordinate with the Department of Education and Training of Ho Chi Minh City to develop short-term and long-term plans to expand schools in their areas.

Another recommendation that localities are interested in is the maintenance of traffic infrastructure. The Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee suggested that localities proactively propose to competent authorities to soon issue coordination regulations between commune level and city departments and branches, and between adjacent localities with related projects and works.
Comrade Duong Anh Duc emphasized that the working group acknowledged the common difficulties that localities reflected and recommended to promptly report and propose to the City Party Committee and the Standing Committee of the Ho Chi Minh City Party Committee to have a mechanism to remove them, so that the grassroots government apparatus can operate smoothly, effectively, efficiently, and serve the people better and better.
For issues beyond its authority, Ho Chi Minh City will propose and recommend to the Central Government. In addition, Ho Chi Minh City has included a number of related contents in the draft Resolution amending and supplementing Resolution 98/2023/QH15 of the National Assembly and is submitting it to the National Assembly at the 10th session.
