Special wanted suspect escaped from detention camp in Hoa Binh

On October 12, according to information from the Hoa Binh Provincial Police, the Provincial Police Investigation Agency issued Decision No. 02 on special wanted notice for suspect Bui Van Tuan (born in 1991, residing in Thanh Hoi commune, Tan Lac district, Hoa Binh province) for escaping from detention.

According to the police, the defendant Bui Van Tuan is being detained at the Hoa Binh Provincial Police Detention Center to serve the investigation and handling of the acts of fraud to appropriate property; falsifying documents of agencies and organizations; and using fake documents of agencies and organizations.

On October 8, Bui Van Tuan escaped from detention. After the verification process, determining that the suspect had escaped, on October 10, the Investigation Police Agency of Hoa Binh Province issued a decision to prosecute Bui Van Tuan for escaping from detention.

According to the wanted decision of the Investigation Police Agency of Hoa Binh Province, any person has the right to arrest and bring the wanted person to the nearest police agency, Procuracy or People's Committee.

After arresting or receiving a wanted person, people must immediately report to the Investigation Police Agency of Hoa Binh Province Police for handling according to the provisions of law.

Also according to the decision, anyone who intentionally covers up or conceals the subject will be handled according to the provisions of the law.

Previously, Tan Lac District Police arrested Bui Van Tuan for fraud and appropriation of property; forging seals and documents of agencies and organizations and using fake seals or documents of agencies and organizations.

According to the initial investigation, in August 2022, Ms. Bui Thi P. wanted to buy land in Tan Lac district. Through researching land buying and selling groups on Facebook, Ms. P. met a land broker named Quang, who then introduced Ms. P. to Bui Van Tuan.

During the discussion and working process, Tuan led Ms. P. to the protective forest area in Muong Phoi Area (Man Duc town, Tan Lac district) and said that he was purchasing about 5 hectares of land in this area.

After Ms. P. agreed to buy the land, Tuan went online to find people who forged documents, placing a fake land use right certificate in his name to trick the victim.

It was not until she transferred more than 1.4 billion to Tuan that Ms. P. realized she had been scammed and reported it to the police.

At the police station, Bui Van Tuan confessed to forging a land use right certificate (red book) to sell it to Ms. Bui Thi P. for 1.7 billion VND with the aim of appropriating the property. Tuan received 1.4 billion VND from Ms. Bui Thi P.
