Experts say that a unified legal framework is needed to promote national data connectivity and support businesses in accessing new technologies such as RFID, IoT or Blockchain to improve the competitiveness of Vietnamese goods.
On November 19, Voice of Vietnam (VOV) Electronic Newspaper in collaboration with the Institute of Information Technology (Vietnam Academy of Science and Technology) organized the Vietnam Digital Future Forum 2025 with the theme "Developing and applying strategic technology for digital transformation and traceability - Leverage to create a digital future for Vietnam's integration".

In his opening speech at the Forum, Mr. Pham Manh Hung, Deputy General Director of the Voice of Vietnam, affirmed that Resolution 57-NQ/TW is identified as the "golden key" to help ministries, branches and localities promote the construction of national data infrastructure, develop "Make in Vietnam" digital platforms, promote AI in management, production and trade; at the same time, strongly innovate mechanisms and policies to create a favorable environment for comprehensive digital transformation. In that spirit, the field of traceability using digital technology plays a key role not only in making the supply chain transparent and protecting consumers, but also in enhancing the value, quality and competitiveness of Vietnamese products in the world market.
According to Mr. Pham Manh Hung, the Vietnam Digital Future Forum 2025 is organized to connect policy-technology-business, promote cooperation in developing and applying strategic technologies in the national digital transformation process, especially traceability and product data management using RFID semiconductor chip technology.
At the Forum, speakers, leading experts and representatives of management agencies presented: The current status of traceability in goods circulation management and supply chain; International standard traceability model applying RFID semiconductor chips in tracing product origin and developing high-tech industry in Vietnam; Applying Blockchain technology platform to solve the problem of authentication and national traceability.
Within the framework of the Forum, the discussion with the theme "Traceability technology and competitiveness of Vietnamese goods" gathered experts, businesses, and technology organizations to exchange and share practical perspectives, aiming to find solutions to improve competitiveness and affirm the position of Vietnamese goods in the international market.
Speaking at the Forum, Professor, Dr. Chu Hoang Ha, Vice President of the Vietnam Academy of Science and Technology, gave a number of strategic directions such as: Traceability is not only a market requirement, but also a prerequisite to ensure transparency, product quality and protect consumer rights, in line with the spirit of Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and digital transformation.
The application of strategic technologies such as RFID semiconductor chips, IoT, Blockchain, big data and artificial intelligence (AI) will be a strong driving force to form a modern, interconnected and secure traceability ecosystem. The international experiences and models shared today, especially from large technology corporations, have affirmed the great potential that Vietnam can apply in its own circumstances.
“For technology to be effective in practice, we need closer coordination between ministries, branches and localities; need to perfect a unified legal framework; and at the same time promote public-private cooperation to support businesses, especially small and medium-sized enterprises, to access technology, reduce implementation costs and improve innovation capacity. At the same time, to successfully implement national digital transformation, there needs to be consensus in building a goods circulation database system in the spirit of Directive No. 18/CT-TTg dated May 30, 2023 of the Prime Minister on promoting connection and data sharing to serve e-commerce development, prevent tax losses and ensure monetary security”, Professor, Dr. Chu Hoang Ha.
Improving the effectiveness and efficiency in the fight against and prevention of the production and trading of counterfeit goods, fake goods, and goods that infringe intellectual property rights requires the application of electronic authentication stamp technology with technological solutions, proactively collecting data on goods circulation, thereby identifying sellers and authenticating goods to effectively protect consumer rights. Completing standards and commodity database systems so that businesses, especially small and medium-sized enterprises, can conveniently and proactively declare newly-born goods and objectively-existing goods to improve the effectiveness of state management, ensure the rights of origin, conditions for goods circulation for entities, and prevent tax losses.
