Vietnam Women's Union Central Committee inspects and supervises trust activities with banks in Binh Phu commune, Gia Lai

On the afternoon of July 27, the delegation of the Central Committee of the Vietnam Women's Union coordinated with the Gia Lai Provincial Bank for Social Policies to inspect the loan entrustment activities after implementing the two-level local government in Binh Phu commune, Gia Lai province.

According to a quick report by the President of the Women's Union of Binh Phu commune, after implementing the arrangement of commune-level administrative units, Binh Phu commune has a natural area of 200.46 km2, a population of 23,319 people, established on the basis of merging the entire natural area and population of 3 communes: Binh Tuong, Vinh An, Tay Phu.

Regarding the results of implementing social policy credit in the area, the allocated credit capital as of June 30, 2025 reached VND 96,767 million; loan turnover in 2024 reached VND 34,726 million with 771 customers borrowing capital, loan turnover in the first 6 months of 2025 reached VND 46,067 million with 1,035 customers borrowing capital since the beginning of the year.

Also according to data from the Social Policy Bank (SPB) of Gia Lai province, Binh Phu Transaction Office, the total outstanding balance of credit programs as of June 30, 2025 reached VND 96,767 million/2,559 borrowing households, mainly for credit programs for poor households, near-poor households, households that have just escaped poverty, students in difficult circumstances, loans for households producing and doing business in difficult areas, support for job creation, maintaining and expanding jobs, loans for workers going to work abroad beyond their term, support for poor households on housing, clean water supply and environmental sanitation, social housing, loans for poor households on housing according to Decision 33, loans for people who have completed their prison sentences, loans for ethnic minority and mountainous areas, loans for forestry development projects.

Through policy credit capital, local people have had the opportunity to borrow capital to invest in production and business development, serve social security, create jobs for nearly 10 workers, and support costs for 320 students to have the opportunity to study.

The entrustment activities through socio-political organizations in the commune have well implemented the work contents according to the entrustment contract signed with the People's Credit Fund. As soon as the 2-level local government model came into operation, the Women's Union of Binh Phu commune quickly caught up with the new situation after the merger, organized the Union's activities methodically, flexibly, closely followed the direction and performed well the role of connecting the Union - bank - members, contributing to enhancing the economic power of women, building prosperous, progressive and happy families. The Women's Union of Binh Phu commune is leading in entrustment activities with 20 savings and loan groups, the entrusted debt balance reaching over 50% of the total entrusted debt balance of the bank with socio- political organizations in the area.

Through working and direct inspection at the facility, Ms. Tran Thi Thu Ha - Deputy Head of the Women's Affairs Department, Central Committee of the Vietnam Women's Union, Consulting Expert of the Social Policy Bank - shared some difficulties and problems of the Women's Union of Binh Phu commune and other associations and organizations in implementing coordination activities with the Gia Lai Provincial Social Policy Bank such as: Overdue debt is mainly due to the death of the borrower and the heirs leaving the locality; at the same time, receiving and recording recommendations on policies for households with average living standards to borrow capital to serve production and business activities, economic development to gradually increase income.

The Working Group of the Central Committee of the Vietnam Women's Union and the Bank for Social Policies inspected and encouraged households with loans to actively do business, repay debts on time and participate in saving deposits.

The delegation of the Central Committee of the Vietnam Women's Union also highly appreciated the implementation of entrusted lending in the locality and requested the leaders of the Vietnam Fatherland Front Committee of Binh Phu commune as well as socio-political organizations to strengthen propaganda and dissemination of policies and guidelines on social credit to members and women, especially in new areas after the merger; support members to effectively use loans through activities to support women in starting businesses, creating sustainable jobs, contributing to socio-economic development.

In the coming time, the Central Committee of the Vietnam Women's Union and the Vietnam Bank for Social Policies will coordinate to organize specialized training for 100% of provincial and commune-level Union officials and other members performing the entrusted tasks. The Deputy Head of the Women's Affairs Department requested that the team of officials of mass organizations, especially the Women's Union officials of Binh Phu commune, urgently access new mechanisms, policies and documents; apply information technology and digital transformation; and the process of checking and monitoring loans so that the entrusted lending activities achieve real effectiveness.
