From 2022 to the present, Quang Nam province has not had any fishing vessels violating foreign waters that have been apprehended and prosecuted.

Following a period of stricter management of fishing vessels, violations related to IUU (Illegal, Unreported, and Unregulated fishing) have significantly decreased.

On March 7th, the People's Committee of Quang Nam province announced that it had submitted a report on the results of implementing measures to combat illegal fishing at sea.

According to Quang Nam province, From 2022 to the present, no fishing vessels from Quang Nam have violated foreign waters and been apprehended or prosecuted.

However, in 2024 there were four cases of fishing vessels 24 meters or longer violating fishing boundaries at sea.

These incidents were detected and verified by the authorities. However, the Quang Nam Fisheries Sub-Department was subsequently unable to advise its superiors to issue administrative penalties because the violations occurred before May 19, 2024.

At that time, Decree 42/2019/ND-CP regulating penalties in the fisheries sector did not have a provision for penalizing the act of "fishing vessels crossing the permitted fishing zone at sea without written approval".

Notably, according to Quang Nam province, from the end of April to June 2024, there was a rather unusual incident where a fishing vessel was recorded crossing the boundary four times. This was the vessel QNa-91917-TS, captained and owned by Mr. Huynh Van Anh.

After the discovery, the Quang Nam Fisheries Control Office summoned Mr. Anh for questioning.

However, the Fisheries Sub-Department subsequently lacked sufficient grounds to recommend sanctions. The reason was that Mr. Anh's fishing vessel left the port before Decree 42/2019/ND-CP came into effect.

The three violations that occurred after Decree 42/2019/ND-CP came into effect all fell under circumstances of force majeure, such as bad weather; a squid fishing boat drifting freely at sea (the boat had no engine) and accidentally crossing the boundary, so the captain chased after it to retrieve it; the time spent crossing the boundary was too short to provide sufficient grounds to prove that the fishing vessel violated the law on illegal fishing.

According to assessments by authorities in Quang Nam, after a period of stricter management of fishing vessels, violations related to IUU (Illegal, Unreported, and Unregulated fishing) have significantly decreased.

Quang Nam currently has 2,411 licensed vessels out of a total fishing fleet of 2,565. Of these, 1,062 vessels with a length of 12 meters or more are required to undergo inspection.
