Breakthrough to become an economic locomotive

After 70 years of construction and development since the liberation day (May 13, 1955), from a traditional industrial and seaport city, Hai Phong city has become a key growth pole in the Northern region, standing shoulder to shoulder with major centers such as Ho Chi Minh City and Hanoi . For 10 consecutive years (2015 - 2024), the city has maintained a double-digit GRDP growth rate - a rare achievement, becoming the locality with the most impressive and stable economic growth rate in the country for a decade.

In 2024 alone, the city's growth rate will reach 11.01%, 1.55 times higher than the national average; the economic scale will be 6.3 times larger than in 2010, putting Hai Phong in the group of 5 localities with the largest GRDP in the country along with Ho Chi Minh City, Hanoi, Binh Duong and Dong Nai provinces - affirming its role as an economic locomotive. The economic structure will shift strongly in the right direction of modernization and urbanization, reducing the proportion of the agricultural, forestry and fishery sectors, increasing the proportion of the industrial - construction and service sectors. The average income per capita in 2024 will reach 9,486 USD/person, an increase of more than 20 times compared to 2003.

Not only growing rapidly, the city also develops sustainably with high investment efficiency, the productivity index of total factors contributing to GRDP is increasing and higher than the national average. The economic structure has shifted positively with the growth of the private sector and FDI enterprises.

Regarding budget revenue, Hai Phong has made great strides, with total state budget revenue growing continuously over the years, exceeding the central government's estimate for many years. In the 2021 - 2025 period, the average budget revenue growth rate reached 7.06%/year; domestic revenue increased by 9.27%/year. Notably, for 3 consecutive years (2022 - 2024), the city's total budget revenue exceeded the 100,000 billion VND mark - a figure that clearly demonstrates the city's intrinsic economic strength and operational efficiency. Budget expenditures have been restructured reasonably, saving regular expenditures, focusing on development investment. The proportion of development investment expenditures to total budget expenditures is expected to reach 56.66% by 2025 - reflecting the determination to restructure public spending towards sustainable growth.

Along with that, budget resources are prioritized for development investment, especially key transport infrastructure projects such as Tan Vu - Lach Huyen bridge, inter-regional connecting routes, Lach Huyen port, Cat Bi international airport... These projects not only expand development space but also serve as a strategic springboard for the city's international integration.

Strong transformation in administrative reform

One of Hai Phong's great successes is attracting strong high-quality investment. For 4 consecutive years (2021 - 2024), Hai Phong has always been in the top 5 cities attracting foreign investment capital, in which in 2021 it led the country with foreign investment capital attracting over 5 billion USD. Many large corporations in the world such as LG (Korea), Pegatron (Taiwan), Fujifilm (Japan) have chosen Hai Phong as a strategic destination, creating a global value chain and contributing greatly to growth.

Not only does the city have a favorable investment environment, it also focuses on developing modern and synchronous infrastructure with many key construction projects being built. These projects not only contribute to expanding urban space but also enhance inter-regional connectivity and international integration, turning Hai Phong into a major logistics and international trade center in the North.

In particular, after 16 years of being approved by the Prime Minister to establish Hai Phong's first economic zone (Dinh Vu - Cat Hai Economic Zone), at the end of 2024, the city was approved to establish the second economic zone (Hai Phong Southern Coastal Economic Zone) with a scale of 20,000 hectares. This will be a new growth driver, developing according to the green - smart - comprehensive model, elevating Hai Phong to become the leading national marine economic center.

Not stopping at economic and infrastructure achievements, Hai Phong also stands out with strong changes in administrative reform and business investment environment. The city's Provincial Competitiveness Index (PCI) has continuously improved in recent years, from a low position in the period 2006 - 2011, in 2022 and 2023 the city has risen to the top 3 nationwide and 2nd out of 11 provinces and cities in the Red River Delta.

In particular, in 2021, for the first time, Hai Phong ranked 2nd nationwide in PCI with 70.61 points. The clear improvement in PCI not only attracts more investment resources but also creates a transparent and modern business environment, contributing to improving the competitiveness of the entire city's economy. Along with that, 2024 is the first year that Hai Phong leads the country in two important indexes: Administrative Reform Index (PAR Index) reaching 96.17%; People's Satisfaction Index (SIPAS) reaching 90.59% - demonstrating the focus on people and businesses in development.

In the exciting atmosphere of the 70th anniversary of Hai Phong Liberation Day and the 2025 Red Flamboyant Festival, looking back at the 70-year journey of innovation, Hai Phong has marked itself with outstanding achievements in socio-economic development, shaping its position as the leading maritime economic center of the country. With great aspirations and the spirit of "Loyalty - Determination to Win", the Port City is ready to enter a new stage of development - more modern, more sustainable, worthy of being a strong driving force for development in the North and the whole country.
