We respectfully introduce the full text of the Joint Statement on major orientations of the Vietnam - Russia Comprehensive Strategic Partnership in the new phase of cooperation:
At the invitation of Russian President Vladimir Vladimirovich Putin, General Secretary of the Central Committee of the Communist Party of Vietnam To Lam paid an official visit to the Russian Federation and attended the Parade to celebrate the 80th anniversary of Victory Day in the Great Patriotic War from May 8 to 11. The visit took place in the context of the two countries celebrating important historical events: 75 years of establishing diplomatic relations between Vietnam and Russia (January 30, 1950 - January 30, 2025); 50 years of the Liberation of South Vietnam and National Reunification (April 30, 1975 - April 30, 2025); 80 years of Victory Day in the Great Patriotic War (May 9, 1945 - May 9, 2025); 80 years of Vietnam's National Day (September 2, 1945 - September 2, 2025).

General Secretary of the Central Committee of the Communist Party of Vietnam To Lam had a narrow and extended meeting with President of the Russian Federation Vladimir Vladimirovich Putin; had meetings with Prime Minister of the Russian Federation Mikhail Vladimirovich Mishustin, Chairwoman of the Federation Council (Parliament) of the Russian Federation Valentina Ivanovna Matviyenko, Chairman of the State Duma (Parliament) of the Russian Federation Vyacheslav Viktorovich Volodin and Chairman of the United Russia Party, Deputy Chairman of the Security Council of the Russian Federation Dmitry Anatolyevich Medvedev, Assistant to the President, Chairman of the Sea Council of the Russian Federation Nikolai Platonovich Patrushev, Chairman of the Communist Party of the Russian Federation Gennady Andreyevich Zyuganov and Chairman of the Just Russia - Patriots - For Truth Party SM Mironov.
General Secretary of the Central Committee of the Communist Party of Vietnam To Lam laid flowers at the Monument to Unknown Martyrs, the Monument to President Ho Chi Minh and the Memorial Stele of the late General Secretary Le Duan; delivered a policy speech at the Academy of Economics and Public Administration under the President of the Russian Federation; received the Veterans Association and the Russia-Vietnam Friendship Association; met and expressed gratitude to Russian citizens who had worked in Vietnam; and met with leaders of several localities, corporations and large, typical enterprises of Russia.
The talks and meetings took place in an atmosphere of traditional friendship, sincerity and trust, typical of bilateral relations. The leaders of Vietnam and Russia had an in-depth, comprehensive and substantive exchange of views on cooperation contents to create momentum to promote the strong development of the Vietnam - Russia Comprehensive Strategic Partnership.
General Secretary of the Central Committee of the Communist Party of Vietnam To Lam highly appreciated the great achievements that the Russian Federation has made under the leadership of President Vladimir Vladimirovich Putin, especially in the socio-economic field, as well as enhancing Russia's role and position in the international arena.
President of the Russian Federation Vladimir Vladimirovich Putin wished Vietnam success in implementing large-scale administrative reforms to ensure economic growth and deep international integration for the benefit of the Vietnamese people.
Based on the results of the visit, the Socialist Republic of Vietnam and the Russian Federation announced the major orientations of the Vietnam - Russian Federation Comprehensive Strategic Partnership in the new period as follows:
Achievements of 75 years of Vietnam - Russian Federation relations
1. Over the past 75 years, thanks to the efforts of many generations of leaders and people of the two countries, deep political trust, mutual respect and understanding, the relationship between Vietnam and the Russian Federation has played an important role and position in the foreign policies of the two countries, contributing to protecting national interests and socio-economic development in each country.
2. Despite the changes of history, the relationship between Vietnam and the Russian Federation has always stood firm, contributing to strengthening security and stable development in the Asia-Pacific region and the world in general. With the efforts of both sides, the multifaceted cooperation between Vietnam and the Russian Federation was upgraded to a Strategic Partnership during the official visit to Vietnam by Russian President Vladimir Vladimirovich Putin in March 2001 and to a Comprehensive Strategic Partnership during the visit to the Russian Federation by Vietnamese President Truong Tan Sang in July 2012 and is continuing to develop positively in accordance with the interests of the two countries, being a priceless asset of the people of the two countries and a model of traditional friendship and mutually beneficial cooperation.
3. After 75 years of establishing diplomatic relations, the two sides have achieved important achievements in all aspects, including:
- Political dialogue with high trust, closeness and deep understanding through delegation exchanges and contacts at all levels, especially at high levels, takes place regularly, creating a solid foundation for further strengthening and expanding relations in all fields.
- Defense and security cooperation is a traditional field of cooperation and one of the important pillars in the Comprehensive Strategic Partnership between Vietnam and Russia, carried out on the basis of mutual trust, in accordance with international law, for peace and stability in the region and the world.
- Economic and trade cooperation, in the context of complex developments in the world situation, has been continuously promoted through many mechanisms and joint cooperation documents, including the Free Trade Agreement between Vietnam on one side and the Eurasian Economic Union and its member states on the other side signed on May 29, 2015.
- Energy - oil and gas cooperation is an important highlight and symbol of effective cooperation between the two countries, with the leading flag being the Vietsovpetro Joint Venture in Vietnam and the Rusvietpetro Joint Venture in Russia.
- Cooperation in the fields of education - training, science - technology has developed dynamically, bringing many positive results. In which, the Vietnam - Russia Joint Tropical Science and Technology Research Center is one of the bright spots in effective cooperation, serving the socio-economic development tasks of both countries.
- People-to-people exchange activities receive attention and promotion on the basis of the traditional friendship between the two peoples.
- The two sides maintain close views on many international and regional issues, coordinate effectively and support each other within the framework of international organizations and multilateral forums.
4. The achievements of 75 years of cooperation between Vietnam and Russia are a solid foundation and driving force for the two sides to consolidate, expand and deepen the Comprehensive Strategic Partnership, making it a model of cooperation in the new period.
Major orientations of bilateral relations
5. Building on the achievements over the past 75 years, the two sides are determined to take advantage of the potential, advantages and available opportunities of bilateral cooperation, preserve and strengthen the tradition of friendship, and bring the Vietnam - Russia Comprehensive Strategic Partnership to a new height in quality.
6. The two sides emphasized the need to continue to strengthen regular and substantive political dialogue at the senior and highest levels to promptly inform each other about the implementation of agreements reached between the leaders of the two countries. The two sides affirmed their regular attention to improving the effectiveness of existing cooperation mechanisms, especially the Vietnam-Russia Intergovernmental Committee on economic-trade and scientific-technical cooperation, the Defense Strategy Dialogue, the Vietnam-Russia Strategic Dialogue, promoting contacts between businesses; establishing new dialogue mechanisms, promptly handling difficulties in bilateral cooperation. The two sides wish to expand relations between political parties, leaders of legislative bodies, on the channel of the Inter-Parliamentary Cooperation Committee between the National Assembly of the Socialist Republic of Vietnam and the State Duma (Parliament) of the Russian Federation, between specialized committees and friendship parliamentarians' groups of the two countries' National Assemblies; and continue to coordinate actions at international and regional inter-parliamentary forums.
7. The two sides affirmed that defense and security cooperation continues to be an important pillar in the overall development of the Vietnam - Russia Comprehensive Strategic Partnership. The two sides emphasized the need to promote defense and security cooperation with high reliability and efficiency to promptly meet the requirements of the current situation. They affirmed that cooperation in this field is not aimed at opposing a third country, is completely in line with the principles and regulations of international law, and contributes to ensuring security and sustainable development in the Asia - Pacific region and the world in general.
The two sides emphasized cooperation in the field of international information security, in accordance with international law and signed bilateral agreements and treaties, including the Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Russian Federation on cooperation in the field of ensuring international information security signed on September 6, 2018, to prevent the use of information and communications technology for the purpose of violating sovereignty, violating territorial integrity, as well as other acts in global cyberspace that aim to hinder peace, security and stability of the two countries.
The two sides affirmed their determination to establish favorable conditions for developing cooperation on biosafety issues, including building a specialized legal basis.
The two sides affirmed their desire to improve the bilateral legal framework in the field of judicial assistance in criminal matters involving the use of information and communication technology. The leaders of the two countries expressed their willingness to continue to strengthen cooperation to promptly respond to emergency situations to prevent and minimize damage, support victims, and conduct joint drills and training between rescue agencies.
8. The two sides emphasized the need to make the most of potentials and opportunities to promote economic and trade cooperation, first of all in trade, investment and finance and credit, in accordance with international law and the laws of the two countries, ensuring trade balance and diversifying export products that are not competitive in each other's markets. The two sides supported the organization of negotiations between the Eurasian Economic Union and Vietnam on issues of increasing exports, as well as removing technical barriers in bilateral trade.
The two sides agreed to continue to closely coordinate within the framework of the Vietnam - Russia Intergovernmental Committee on economic - trade and scientific - technological cooperation, together with subcommittees and working groups to promptly develop and implement joint cooperation projects and programs, including the Vietnam - Russia Cooperation Development Master Plan until 2030 to improve the effectiveness of economic - trade, investment and financial cooperation on the basis of taking into account the interests of both sides.
The two sides emphasized the need to expand and diversify the fields of Vietnamese investment in Russia and Russian investment in Vietnam; and are ready to create favorable conditions and support for businesses of the two countries to promote direct cooperation, making the most of potentials to build and implement projects in the fields of mineral exploitation and processing, industry, agriculture, machinery manufacturing and energy, science and technology, digital transformation, and information technology.
9. The two sides agreed to strengthen cooperation in the field of energy and the oil and gas industry, as well as ensure energy security by improving the efficiency of existing energy and oil and gas projects and promoting the implementation of new projects in accordance with the laws and strategic interests of each country, including Russia's provision and processing of crude oil and liquefied gas for Vietnam. The two sides are willing to study the possibility of building new and modernizing existing power facilities. The leaders of the two countries support the creation of favorable conditions for the expansion of operations of Vietnamese oil and gas enterprises in the Russian Federation and Russian oil and gas enterprises on the continental shelf of Vietnam, in accordance with the laws of Vietnam, the Russian Federation and international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
The two sides affirmed the importance of accelerating the cooperation project to build a Nuclear Science and Technology Center in Vietnam as well as training Vietnamese students at Russian educational institutions in fields related to the use of atomic energy for peaceful purposes. The two sides emphasized the need to promote cooperation in developing renewable energy and clean energy. The two sides agreed to promptly negotiate and sign intergovernmental agreements on the construction of nuclear power plants in Vietnam, ensuring advanced technology and strict compliance with regulations on nuclear and radiation safety and for the benefit of socio-economic development.
10. Vietnam and Russia agreed to strengthen close and effective cooperation in the fields of mining industry, transport, shipbuilding and machinery manufacturing, railway modernization, and expansion of transport corridors between the two countries to promote trade and investment. The two sides acknowledged the importance of expanding cooperation in the fields of agriculture, fisheries and forestry, including increasing the import and export of agricultural products and bringing agricultural products to each other's markets, as well as encouraging enterprises to participate in establishing joint production ventures.
11. The two sides affirmed their mutual interest in strengthening cooperation in science and technology, education and training, and developing high-quality human resources in various fields to best serve the development process.
The two sides emphasized the need to improve the effectiveness of existing cooperation mechanisms in the fields of science, technology, innovation and digital transformation; promote the implementation of research cooperation programs and projects in priority areas between the two countries; and agreed to make 2026 the Year of Science and Education Cooperation.
In order to continue developing the Vietnam – Russia Joint Tropical Science and Technology Research Center (Tropical Center), the two sides agreed to support activities, strengthen potential, and ensure scientific research activities of Vietnamese and Russian scientists at the Tropical Center at regional and international levels. They welcomed the completion of procedures for the transfer of the scientific research vessel “Professor Gagarinsky” to Vietnam; agreed to promote technology transfer within the framework of the Tropical Center’s activities.
The two sides support the enhancement of training of highly qualified human resources, expansion of the activities of the Vietnam-Russia Technical University Network, the Vietnam-Russia University Network and the Vietnam-Russia Economic University Network, and the development of relations between universities in general. The Russian side expressed its willingness to support Vietnam in effectively using the number of scholarships granted to Vietnam in the majors necessary for Vietnam's economic development.
The two sides agreed to promote research, promotion and teaching of Vietnamese in Russia and Russian in Vietnam, including making full use of the potential of educational institutions of the two countries; welcomed the establishment of the joint educational institution "AS Pushkin Center" through the reorganization of the Russian Language Institute named after AS Pushkin and agreed to promote the early construction of the Vietnamese Cultural Center in Russia and the completion of the management and operation mechanism of the Russian Center for Science and Culture in Hanoi, as well as promote the establishment of a Russian educational institution in Vietnam invested in, built and managed by the Russian Government in accordance with the laws of the two countries.
12. The two sides affirmed their readiness to support and expand coordination to promote the positive agenda of the Vietnam - Russia Comprehensive Strategic Partnership in the global information space, continue to facilitate cooperation in the field of journalism, and strengthen coordination to prevent disinformation and unfriendly information campaigns by third parties.
13. The two sides welcome the expansion of cooperation between ministries, sectors and localities, promote cultural exchanges, regularly organize Cultural Days of the two countries on the basis of reciprocity, maintain contacts between news agencies, archives, friendship associations and other social organizations; further strengthen humanitarian cooperation; the two sides support the preservation of national identity, cultural and civilizational diversity, and the preservation of traditional values; support the further expansion of tourism cooperation, through increasing the number of regular direct flights and charter flights between the two countries, as well as simplifying travel procedures for citizens of the two countries.
14. The Vietnamese side announced its readiness to promote cooperation in the field of health care, including training of medical personnel and scientific research in the medical field, as well as exchanging contents on the recognition of Certificates for pharmaceuticals used in medicine issued by the Russian Federation and countries of the Eurasian Economic Union, in accordance with Vietnamese law and international treaties to which Vietnam is a member.
15. The two sides emphasized the great and positive contributions of the Vietnamese community in Russia and the Russian community in Vietnam to maintaining and further developing the traditional friendship and multifaceted cooperation between the two countries. The two sides affirmed their willingness to continue discussing immigration issues, creating favorable conditions for Vietnamese citizens to live, work and study in Russia and for Russian citizens in Vietnam.
Major directions for cooperation in the international arena
16. The two sides support the formation of a fair and sustainable multipolar world order, on the basis of countries fully and consistently complying with widely recognized rules and principles to expand opportunities for countries and organizations to develop freely and successfully, and to implement international cooperation that is mutually beneficial, fair and respectful.
17. The two sides agreed to affirm that every country has the right to self-determination of its development model, political, economic and social institutions in accordance with its national conditions and people's aspirations. The two sides do not support the imposition of unilateral sanctions that are inconsistent with international law and not approved by the United Nations Security Council, as well as divisions based on ideology.
18. The two sides support efforts to build a security architecture on the Eurasian continent based on the principles of equality and indivisibility, ensuring peace, stability and development of all countries on the continent. To achieve this goal, the two sides call for strengthening bilateral and multilateral cooperation through dialogue and coordinated actions.
19. The two sides consistently affirmed the results of World War II, as stated in the Charter of the United Nations, as well as opposed to any attempts to distort and falsify the history of World War II; affirmed the importance of correct historical education, preserving the memory of the struggle against fascism, and resolutely condemned acts of glorifying and attempting to revive fascism and militarism.
20. The two sides agreed to continue to strengthen cooperation within the framework of the United Nations, including at the United Nations General Assembly, not to support the politicization of the activities of specialized agencies of the United Nations and other international organizations; to support the central coordinating role of the United Nations in ensuring peace, security and sustainable development, to support the improvement of operational efficiency, as well as the democratization and reform of the United Nations; to affirm to continue close cooperation at the United Nations and other multilateral international organizations, and to support each other's candidacy for international organizations and relevant executive bodies.
21. The two sides affirmed their readiness to promote joint efforts of the international community to respond to traditional and non-traditional security challenges, including terrorism, transnational crimes, armed conflicts, illegal drug production and trafficking, territorial disputes, subversion, climate change, natural disasters, and epidemics. Efforts will be made to ensure information security, food security, as well as effectively implement the 2030 Agenda for Sustainable Development.
22. The two sides agreed to promote cooperation in ensuring information and communications technology security, stand ready to cooperate in responding to risks in this field, including those related to artificial intelligence (AI) as part of information and communications technology, support a multilateral, democratic and transparent global cyberspace governance system on the basis of ensuring information security and safety for national internet networks; promote the central role of the United Nations in discussing international information security issues and global governance of AI in the civil field; support the development of an international legal regime on cyberspace management and welcome Vietnam to host the signing ceremony of the United Nations Convention against Cybercrime in Hanoi in 2025 and support efforts for the Convention to enter into force as soon as possible.
23. The two sides continue to develop cooperation in the field of combating international terrorism and the financing of international terrorism, taking into account the central coordinating role of the United Nations on the basis of strictly complying with the provisions and principles of international law, as well as promoting the strengthening of the leading role of countries and competent agencies in this field.
24. The two sides support international efforts on arms control, disarmament and non-proliferation of weapons of mass destruction, building a world free of weapons of mass destruction and safe for all; stress the need to prevent the arms race in outer space and the need to use outer space for peaceful purposes, support the initiation of negotiations on an international legally binding instrument on the basis of the Treaty on the Prevention of the Deployment of Weapons in Outer Space and the Use or Threat of the Use of Force against Outer Space Objects, as well as support the promotion of initiatives on political commitments not to deploy weapons in outer space.
25. The two sides affirmed to continue implementing measures to respond to climate change, committed to the objectives, principles and main contents of the United Nations Framework Convention on Climate Change of May 9, 1992 and the Paris Agreement of December 12, 2015; emphasized the importance of enhancing technology transfer and financial support to implement the above efforts.
26. The two sides continue to cooperate in protecting and promoting human rights on the basis of equality and mutual respect, in accordance with the United Nations Charter, the provisions of international law and the national laws of Vietnam and the Russian Federation. Closely coordinate to combat the trend of politicizing human rights and using human rights issues to interfere in the internal affairs of each country.
27. The two sides agreed that it is necessary to strengthen the region's joint efforts to build in the Asia-Pacific an inclusive, open and transparent structure of equal, indivisible security and cooperation based on international law, including the principles of non-use or threat of use of force, peaceful settlement of disputes, and non-interference in each other's internal affairs. The two sides opposed the division of the Asia-Pacific regional structure with the central role of the Association of Southeast Asian Nations (ASEAN), which would negatively impact the expansion and enhancement of dialogue in the region.
28. The two sides affirmed the universality and integrity of the 1982 UNCLOS, which is the legal framework for all activities at sea and in the ocean and plays a key role in developing cooperation at the national, regional and international levels, emphasizing the need to maintain the integrity of the Convention. The two sides agreed to coordinate to ensure security, safety, freedom of navigation, aviation and trade, support self-restraint, not to use force or threaten to use force and to resolve disputes by peaceful means in accordance with the principles of the United Nations Charter and international law, including the 1982 UNCLOS.
The Russian Federation supports the full and effective implementation of the 2002 Declaration on the Conduct of Parties in the East Sea (DOC) and welcomes efforts to contribute to creating a favorable environment for the negotiation process of an effective, substantive Code of Conduct in the East Sea (COC) in accordance with international law, including the 1982 UNCLOS.
29. The Russian Federation supports ASEAN's central role in the regional architecture in the Asia-Pacific region, upholds the values and principles of the Treaty of Amity and Cooperation in Southeast Asia dated February 24, 1976. Vietnam and the Russian Federation actively participate, build and coordinate actions in cooperation mechanisms with ASEAN as the center such as the East Asia Summit (EAS), the ASEAN Regional Forum (ARF), the ASEAN Defense Ministers' Meeting Plus, and continue to support initiatives put forward by countries within the framework of these mechanisms and of mutual interest.
The two sides agreed to strengthen and deepen the ASEAN-Russia Strategic Partnership, promote comprehensive, substantive and mutually beneficial cooperation, including in areas of both sides' strengths and potential such as information and communications technology, counter-terrorism and transnational crime, science and technology, education, training, human resource development, etc. The two sides also agreed to accelerate the implementation of the Comprehensive Action Plan for the ASEAN-Russia Strategic Partnership for the 2021-2025 period and promptly develop and adopt a similar document for the 2026-2030 period.
30. The two sides support the enhancement of regional economic integration and the implementation of inter-regional connectivity initiatives, including the Greater Eurasian Partnership project, as well as exploring the potential for economic cooperation between ASEAN and the Eurasian Economic Union; and continue to promote cooperation between ASEAN and the Eurasian Economic Union and the Shanghai Cooperation Organization.
31. The two sides continue to cooperate within the framework of the Asia-Pacific Economic Cooperation (APEC) Forum and regional inter-parliamentary mechanisms (ASEAN Inter-Parliamentary Assembly, Asia-Pacific Parliamentary Forum, Asian Parliamentary Assembly) with the aim of enhancing the role of these cooperation mechanisms for peace, stability, development and prosperity in Asia; strengthen cooperation with Mekong sub-region countries in the fields of economy, sustainable development and response to non-traditional security challenges.
The two sides intend to expand constructive and mutually beneficial cooperation within APEC as a key economic mechanism in the Asia-Pacific, operating on a non-politicized and non-discriminatory basis with a focus on promoting and supporting common initiatives, including during Vietnam's APEC Chairmanship in 2027.
32. Russia highly appreciates Vietnam's balanced and objective stance on the Ukraine issue, according to which it is necessary to resolve disputes and disagreements by peaceful means in accordance with international law and the principles of the United Nations Charter with the fullness, integrity and inseparability of those principles, taking into account the legitimate interests of the parties concerned, for peace, stability and development in the region and the world; welcomes Vietnam's readiness to participate in international efforts with the participation of relevant parties to seek a sustainable peaceful solution to the Ukraine conflict.
33. The two sides agreed that the official visit of the General Secretary of the Central Committee of the Communist Party of Vietnam to the Russian Federation and his participation in the 80th Anniversary of Victory in the Great Patriotic War is of utmost importance and marks a new historical milestone in the relationship between Vietnam and the Russian Federation.

The Socialist Republic of Vietnam and the Russian Federation believe that the effective implementation of the major orientations on bilateral relations and coordination of actions in the international arena adopted in this Joint Statement will strengthen the traditional friendship, create a strong new impetus for the development and elevation of the Comprehensive Strategic Partnership between Vietnam and the Russian Federation in the new historical period, for the development and prosperity of the two countries, meeting the long-term interests of the two peoples, for peace, security and sustainable development in the Asia-Pacific region and the world in general.
General Secretary To Lam thanked Russian President Vladimir Vladimirovich Putin, the leaders and people of Russia for the warm welcome extended to the General Secretary and the high-ranking Vietnamese delegation, and invited the President of the Russian Federation to visit Vietnam again.
