1. On the occasion of the 65th anniversary of the great leader of the Party and State of Vietnam Ho Chi Minh's official visit to Kazakhstan and ahead of the 35th anniversary of the establishment of Vietnam - Kazakhstan diplomatic relations in 2027, at the invitation of President of Kazakhstan Kassym-Jomart Tokayev, General Secretary of the Central Committee of the Communist Party of Vietnam To Lam paid a State visit to Kazakhstan from May 5-7, 2025. During the visit, General Secretary To Lam held talks with President Kassym-Jomart Tokayev and met with other senior leaders of Kazakhstan.

2. The two countries' senior leaders highly appreciated the traditional friendship and cooperation between Vietnam and Kazakhstan, which has been continuously expanded and strengthened over the years; and discussed extensively measures to promote bilateral relations in the coming time, as well as regional and international issues of mutual concern.

3. The two countries' senior leaders reaffirmed that Vietnam and Kazakhstan are very important partners in Southeast Asia and Central Asia. The two sides agreed to expand mutually beneficial cooperation between Vietnam and Kazakhstan in many fields; attach importance to promoting and further developing bilateral relations in the coming time.

The Socialist Republic of Vietnam and the Republic of Kazakhstan have built good and substantive relations in many fields. These relations are reinforced by the warm relations between the people of the two countries.

4. The two countries' senior leaders agreed that the development and deepening of Vietnam-Kazakhstan relations is in line with the common interests of the two peoples, contributing to ensuring peace, stability and development in the region and the world; agreed to upgrade bilateral relations to a Strategic Partnership and continue to promote cooperation, specifically as follows:

I. Strengthening political and diplomatic cooperation

5. The two sides agreed to increase contacts and delegation exchanges at all levels through the Party, State, Government and National Assembly channels; agreed to support the strengthening of close relations between the people of Vietnam and Kazakhstan and to study the establishment of new cooperation mechanisms between ministries, branches and localities of the two countries.

6. The two countries' senior leaders agreed to strengthen cooperation between legislative bodies, including increasing delegation exchanges and bilateral and multilateral contacts, especially between leaders, specialized committees, the Young National Assembly Deputies Group and the Women National Assembly Deputies Group, in line with the new partnership framework of the two countries; consider early signing of a Cooperation Agreement between the two National Assemblies.

7. The two sides agreed to enhance the effectiveness of the political consultation mechanism at the Deputy Foreign Minister level; acknowledged the importance of regular exchanges on bilateral cooperation, foreign policy, regional and international issues of mutual concern.

II. Expanding cooperation in the fields of defense, security and justice

Defense and security

8. The two countries' senior leaders agreed to study the establishment of cooperation in the fields of defense and security; promote the improvement of the cooperation framework, towards signing a cooperation document on defense and security; study the possibility of cooperation in training and United Nations peacekeeping.

9. The two sides acknowledged the importance of effectively implementing the signed cooperation agreements and agreed to promote negotiations towards signing cooperation agreements in the fields of security and crime prevention; enhance cooperation, information exchange and transfer of defense technology. The two sides expressed their desire to cooperate in assessing and forecasting issues related to the national interests and security of the two countries.

Justice

10. The two sides agreed to strengthen coordination and cooperation in the judicial field, effectively implement signed cooperation agreements, and promote the signing of new documents.

11. The two sides acknowledged the importance of preventing and combating corruption and agreed to enhance cooperation through information sharing, capacity building and promoting transparency and integrity in public governance.

III. Expanding economic, trade, investment and financial cooperation

12. The two countries' senior leaders agreed to promote substantive, effective and comprehensive economic cooperation; acknowledged the importance of continuing to implement signed cooperation agreements; encouraged efforts to improve the effectiveness of the Intergovernmental Committee on economic-trade, scientific-technical cooperation; supported the establishment and role of the Vietnam-Kazakhstan Business Council to facilitate trade promotion activities and promote business linkages within the framework of the cooperation agreement between the Vietnam Federation of Commerce and Industry and the International Chamber of Commerce of Kazakhstan.

13. The two countries' senior leaders agreed to improve the investment and business environment and consider signing a new Agreement on Investment Promotion and Protection, as well as a Joint Action Plan to promote trade and economic cooperation.

14. The two countries' senior leaders expressed their desire to enhance effective coordination and support each other within the framework of the Eurasian Economic Union (EAEU), especially in facilitating import and export of goods from Vietnam to the EAEU market and from the EAEU to the Vietnamese market.

15. The two countries' senior leaders expressed their desire to promote cooperation and exchange experiences in building, managing and operating international financial centers; and support human resource training to serve the operation of international financial centers.

IV. Promote substantive cooperation in the fields of agriculture, science, technology, digital transformation, transportation, energy, culture, sports, tourism, education, labor and environment.

Agriculture

16. The two sides' senior leaders agreed to promote the modernization of the agricultural cooperation program through activities within the framework of the Intergovernmental Committee and welcomed the signing of the Veterinary Cooperation Agreement between the Ministry of Agriculture and Environment of the Socialist Republic of Vietnam and the Ministry of Agriculture of the Republic of Kazakhstan in the coming time, considering this an important step in agricultural cooperation. The two sides agreed to promote other measures in the coming time to further deepen cooperation in this field.

17. The two sides agreed to enhance the exchange of policies and orientations for agricultural development; seek solutions to develop a legal framework for the export of agricultural products of each side's strengths; support research and application of high technology in the agricultural sector; promote the opening of agricultural and aquatic product markets to increase bilateral trade turnover.

Science, technology and digital transformation

18. The two sides expressed their desire to actively promote the implementation of agreements and commitments within the framework of the Intergovernmental Committee, including considering the possibility of establishing a Subcommittee on Science and Technology Cooperation within the framework of the Intergovernmental Committee; enhancing cooperation in research and development of high technology, digital technology, innovation and digital infrastructure, including promoting the signing of cooperation documents in these areas.

19. The two sides agreed to study the possibility of establishing cooperation between relevant agencies of the two countries in the field of research and use of outer space for peaceful purposes.

Transportation

20. Kazakhstan informed the Vietnamese side about the measures between the countries of the Trans-Caspian International Transport Route (Middle Corridor) on transport and transit services and suggested the Vietnamese side to study the possibility of using the Middle Corridor to transport export goods to countries through the territory of Kazakhstan.

The two sides highly appreciated the signing of the “QAZAQ AIR” purchase agreement on December 24, 2024 between the “Sovico Group” Vietnam, the National Investment Fund “NWF Samruk-Kazyna” JSC, and other partners. The two sides encouraged similar cooperation activities in this field to promote trade, investment, tourism and people-to-people exchange between the two countries in the coming time.

Energy - Mining

21. The two sides agreed to promote cooperation in the field of oil and gas exploration and provision of oil and gas services; study the possibility and appropriate solutions to enhance energy cooperation, including clean energy, renewable energy and enhance the possibility of signing new cooperation documents; promote cooperation in the mining sector to diversify input fuel sources.

Culture and Sports

22. The two sides strive to continue promoting the Cooperation Agreement between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture and Sports of Kazakhstan in the field of culture and sports, signed in 2015; increase the exchange of cultural, artistic and sports delegations between the two countries; train athletes in each other's strong sports (indoor soccer, volleyball, etc.)

23. The two sides noted the importance of organizing the Vietnam Culture Day in Kazakhstan in 2025 and the Kazakhstan Culture Day in Vietnam in 2026.

Tourism

24. The two sides acknowledged the need to continue promoting the signed documents; enhancing the promotion of each side's tourism potential and strengths; actively exchanging experiences and information on tourism policies and management.

Education

25. The two sides agreed to strengthen cooperation within the framework of the Agreement on Educational Cooperation (2009) and the Protocol amending the Agreement on Educational Cooperation (2011), including considering granting scholarships to students of each side according to their needs and fields of study. The two countries' senior leaders agreed to encourage comprehensive and continuous cooperation, expand exchanges, including academic exchanges of students, lecturers and researchers, as well as enhance interaction in training highly qualified specialists in both Vietnam and Kazakhstan.

Labor

26. The two sides discussed opportunities to promote human resource exchange in sectors and fields in demand by the two sides' labor markets, on the basis of the Agreement on Vietnamese citizens working for a fixed term in Kazakhstan and Kazakhstan citizens working for a fixed term in Vietnam signed in 2010.

Environment

27. The two countries' senior leaders agreed to strengthen joint efforts in responding to climate change, including responding to desertification and promoting greening.

28. The two sides agreed to study the possibility of implementing joint programs and projects to respond to climate change, protect the environment and promote green growth.

V. Strengthening cooperation between localities and people-to-people exchanges

29. The two countries' senior leaders highly appreciated the establishment of close cooperative relations and agreed to further promote cooperation between localities of the two countries, especially the twinning relationship between Hanoi and Astana established in 2012; between Bac Ninh province and East Kazakhstan in 2024; between Da Nang city and Aktau in 2025, as well as between other pairs of localities during this State visit.

VI. Strengthening regional and international cooperation

30. The two sides' senior leaders highly appreciated the close cooperation between the two countries in regional and international organizations, wished to continue to closely coordinate and support each other within the framework of the United Nations and other international organizations, and regularly exchange views on regional security and political issues and the international situation of mutual concern.

31. The two sides agreed to continue close cooperation within the framework of international and regional organizations such as the United Nations, CICA, ASEM, WTO, EAEU and others. The Vietnamese side reaffirmed its readiness to act as a bridge and support Kazakhstan in strengthening cooperation with ASEAN as well as ASEAN member countries.

32. The two sides discussed opportunities to expand cooperation to address non-traditional security threats such as climate change, terrorism, transnational crime, as well as preventing the proliferation of weapons of mass destruction.

In this regard, Vietnam supports Kazakhstan's efforts to strengthen the “Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction”, including the possibility of establishing an International Agency for Biosafety and Security and other institutions.

33. The two sides agreed to strengthen cooperation with the international community, contributing to the world's common efforts to protect the environment, combat desertification and respond to climate change.

34. The two countries' senior leaders exchanged views on the international and regional situation, including recent developments in the East Sea; stressed the importance of maintaining a peaceful, secure and stable environment in each region, as well as resolving disputes by peaceful means on the basis of international law and the United Nations Charter.

35. The two countries' senior leaders agreed that the State visit of General Secretary To Lam played an important role in consolidating the traditional friendship and shaping a new cooperation framework between the two countries, opening up prospects for effective and substantive cooperation between Vietnam and Kazakhstan, for the benefit of the people of the two countries, for peace, stability and development in the region. The General Secretary expressed his sincere gratitude for the warm welcome that President Kassym-Jomart Tokayev and the people of Kazakhstan gave to the high-ranking Vietnamese delegation during the State visit.
