On September 2, 1945, at Ba Dinh Square, President Ho Chi Minh read the Declaration of Independence, giving birth to the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.

The Declaration of Independence is the crystallization of the heroic and indomitable traditional values and the will to fight for independence and freedom of the Vietnamese people; at the same time, it encourages the people of the colonies and oppressed peoples to rise up against colonialism and gain national independence. The Declaration of Independence opened the Ho Chi Minh era, associated with the journey of the Vietnamese people firmly following the path of national independence associated with socialism.

The 1945 Declaration of Independence affirmed: "Vietnam has the right to enjoy freedom and independence, and in fact has become a free and independent country. The entire Vietnamese people are determined to devote all their spirit and strength, to sacrifice their lives and property in order to maintain that freedom and independence."

That is a sacred oath, a great ideology, a desire for complete national independence and a vision for a prosperous, civilized, and happy future for the Vietnamese people.

Over the past 78 years, the entire Party, the entire army and the entire Vietnamese people have promoted national strength to implement the Declaration of Independence in 1945. From a poor, underdeveloped country, Vietnam has risen to become a middle-income country. Vietnam's GDP has risen to 37th place in the world , with about 409 billion USD; GDP per capita reached 4,110 USD.

According to the multidimensional poverty standard for the period 2022-2025, the country currently has 4.3% of poor households. Vietnam is considered one of the economies with the highest and most dynamic growth rate in the region. The material and spiritual life of the people has improved significantly; politics and society are stable; independence, sovereignty, unity, and territorial integrity are maintained; foreign relations are increasingly expanding, and Vietnam's prestige and position in the international arena are constantly enhanced.

The 1945 Declaration of Independence affirmed basic human rights and the rights of peoples. "All men are created equal. They are endowed by their Creator with certain inalienable rights; among these are life, liberty, and the pursuit of happiness."

The Allied countries absolutely cannot fail to recognize the independence of the Vietnamese people. This is of great significance in the period after World War II, when colonies and dependencies were not yet protected by international law.

That is the vision and political acumen of leader Ho Chi Minh, reflecting the objective truth, arousing the aspiration for independence, freedom and happiness of progressive people around the world.

Fifteen years later, on December 14, 1960, the United Nations General Assembly issued Resolution No. 1514, adopting the declaration “Granting Independence to Colonial Countries and Peoples”. In Article 2, the Resolution clearly stated: All peoples have the right to self-determination, including the right to establish their political regime and carry out their economic, social and cultural development.

And in 1970, the United Nations General Assembly declared an “unconditional end to colonialism in all its forms and manifestations.”

The Declaration of Independence not only affirms the right to self-determination, but also the right to equality, freedom, unity and territorial integrity. Therefore, the right to independence and equality of nations must be established in relation to all countries in the world, regardless of size, strength, weakness or differences in political institutions.

Reality has proven that in the past decades, the world situation has undergone many changes, occurring in almost all areas of social life. Many wars, conflicts and crises have broken out, competition between major countries has become fierce, showing that national and ethnic interests are eternal and supreme. That further affirms the wisdom and vision, both practical and of the time, of President Ho Chi Minh.

Thoroughly grasping and creatively applying the ideology of the Declaration of Independence, during the 46 years since becoming a member of the United Nations, our Party and State have always steadfastly maintained their stance and consistently complied with the United Nations Charter and the fundamental principles of international law.

Vietnam always respects the independence, sovereignty, principle of non-interference in the internal affairs and territorial integrity of countries in the world; proactively, positively, responsibly and resolves international relations rationally, emotionally and humanely. The 13th National Congress of the Party affirmed: "To ensure the highest national interests on the basis of the fundamental principles of the United Nations Charter and international law, equality, cooperation and mutual benefit".

78 years have passed, but the great values and epochal significance of the 1945 Declaration of Independence still remain with the nation, a torch illuminating the path for our people to successfully implement the renovation policy initiated and led by the Party, building an independent, free and happy Vietnam.
