On May 27, 2024, the Government Office issued Document No. 3631/VPCP-KGVX stating: In response to the Action Month on Drug Prevention and Control (June), International Day on Drug Prevention and Control and National Day on Drug Prevention and Control (June 26), Deputy Prime Minister Tran Luu Quang, Chairman of the National Committee on AIDS, Drugs and Prostitution Prevention and Control (National Committee) requested ministries, member agencies of the National Committee, People's Committees of provinces and centrally run cities to direct the implementation of the Action Month on Drug Prevention and Control from June 1 to June 30, 2024 with the theme "Joining hands to build drug-free communes, wards and towns".
Purpose and requirements of Action Month
To enhance the role, responsibility and effectiveness of coordination work of all levels and sectors from central to local levels. Mobilize the combined strength of the entire political system and the entire population to participate in drug prevention and control; towards the goal of building a drug-free community. At the same time, promote propaganda work, create a nationwide drug prevention and control communication campaign; strengthen the work of grasping the situation, preventing, fighting and suppressing drug-related crimes; improve the quality and effectiveness of drug addiction treatment, management of drug addicts, illegal drug users and post-treatment management; contribute to reducing supply, reducing demand and reducing the harmful effects of drugs.
Launching a peak period of attack and suppression of crime across the province
To achieve the above goals and requirements, the Provincial People's Committee directs agencies, units and localities to deploy key tasks. Specifically, the Provincial People's Committee requests the Provincial Police to launch a high-point campaign to attack and suppress drug-related crimes throughout the province. Focus on fighting and eliminating complex drug-related locations and hotspots; investigate and destroy drug trafficking and transportation organizations and lines, inter-provincial and transnational (if any); dismantle the entire line, arresting from the ringleader to the retailers. Improve the effectiveness of coordination between specialized forces in charge of drug prevention and control; exchange information, coordinate in fighting joint projects to ensure synchronization and continuity.
The Provincial Police Department directs the District and City Police to review, compile statistics, analyze, and evaluate the situation of drug addicts and illegal drug users, especially those showing signs of psychosis and "stoned"; on that basis, proactively take measures and plans to strictly manage, especially in key and complicated areas, with a large concentration of workers in industrial parks, key construction projects in the area... continue to effectively implement the work of identifying addiction status, preparing records and applying appropriate drug rehabilitation measures. Proactively coordinate with agencies, units, and localities to organize propaganda activities in response to the Month of Action against Drugs, International Day against Drugs, and National Day against Drugs in 2024, ensuring practicality, effectiveness, and spread throughout society. Promote drug prevention and control propaganda activities, ensure effectiveness and practicality, and strengthen drug prevention and control propaganda activities at grassroots levels.
At the same time, it is the presiding agency, coordinating with the Departments of Labor - Invalids and Social Affairs, Health , Planning and Investment, Finance and relevant departments, branches and agencies to contribute ideas in the process of building the National Target Program on Drug Prevention and Control to 2030, ensuring quality and meeting work requirements.
Improve the effectiveness of drug addiction treatment and post-treatment management
The Provincial People's Committee requested the Department of Labor, War Invalids and Social Affairs to continue to promote the implementation of the project "Improving the effectiveness of drug addiction treatment and drug addiction prevention" for high-risk groups and illegal drug users. Review and replicate effective drug addiction treatment support models, create conditions to connect drug addicts and illegal drug users to participate in services right in the community.
The Department of Health organizes training or sends medical staff to participate in training according to the health sector's program, proactively combining capacity building for medical staff working on drug addiction identification, especially at commune-level health stations; closely coordinates with the police force to strengthen the implementation of drug addiction identification in localities. Directs the organization of propaganda and training activities on drug prevention and control laws according to the functions and tasks of the health sector.
Departments, branches and sectors strengthen the propaganda work on drug prevention and control; further promote the role, responsibility and improve the effectiveness of coordination in drug prevention and control according to assigned functions and tasks. Resolutely and effectively deploy key tasks and contents assigned in Official Dispatch No. 1669/UBND-NC dated April 22, 2024 of the Provincial People's Committee on the implementation of Notice No. 47/TB-VPCP dated February 7, 2024 of the Government Office.
Fight fiercely against drug crimes, eliminate drug-related hotspots
The People's Committees of districts and cities direct the strengthening of drug prevention and control propaganda activities to each neighborhood, household and directly in the residential community, especially in key areas and locations with high concentrations of people, industrial parks, urban construction project areas, high-risk groups, youth, teenagers, students, etc. Resolutely deploy solutions to transform "drug-free commune-level areas", towards the goal of "drug-free districts".
Urgently direct specialized forces, with the core being the police force, to resolutely combat drug crimes, eradicate complex drug hotspots and gathering places; strictly control legal activities related to drugs. Review and have effective solutions to manage business sectors with security and order conditions to prevent subjects from taking advantage to commit drug-related crimes. Inspect and eradicate areas of planting and replanting plants containing narcotic substances.
At the same time, direct the authorities to closely coordinate with the police force to review, compile statistics, and accurately assess the situation of drug addicts and illegal drug users for management, especially those showing signs of psychosis and "stonedness", to prevent them from causing incidents that disrupt security and order.
Along with that, it is necessary to strengthen drug prevention and control propaganda activities to each neighborhood, household and directly in the residential community, especially in key areas and locations, with a high concentration of workers in industrial parks, export processing zones, large urban construction projects, high-risk groups, youth, teenagers, students, etc. Organize the replication of pilot models in drug prevention and control at the grassroots level.
