An Giang Provincial People's Committee reviewed and approved many important reports.

On the afternoon of October 7, Member of the Provincial Party Standing Committee, Vice Chairman of the An Giang Provincial People's Committee Nguyen Thanh Phong chaired a thematic meeting to approve the contents under the decision-making authority of the Provincial People's Committee and approved by the Standing Committee of the Provincial Party Committee. Consider many important contents

At the meeting, the People's Committee of An Giang province considered the following contents: Project on managing water transport activities serving tourism in Phu Quoc special economic zone until 2040; Project on overall development of Phu Quoc until 2040, vision to 2050 and the submission of the Provincial People's Committee to the Prime Minister for consideration and promulgation of the project.

Adjusting the investment policy of the project "Cam Binh Rest Stop" in Vinh Thuan hamlet, Vinh Thanh Trung town, Chau Phu district, An Giang province (now Vinh Thuan hamlet, Vinh Thanh Trung commune, An Giang province) of Cam Binh Petroleum Company Limited; stopping the project implementation and paying and settling the costs of the implemented packages of the project of Clinic and health management for cadres under the Provincial Cadre Health Care and Protection Board.

The People's Committee of An Giang province reviews reports on the implementation results of projects selecting investors in special cases under the management of the Phu Quoc Economic Zone Management Board; plans for arranging points of sale and ticket checking for visiting cultural and historical relics in the Sam Mountain National Tourist Area; plans for arranging public service units, state-owned enterprises, and organizations within the state administrative system.

Project to review, arrange and assign cadres and civil servants and mobilize, second, and accept them to work as civil servants to strengthen support for the authorities of communes, wards, and special zones in the province; issue a decision to establish a Provincial Steering Committee and a plan to develop a Project to regulate the functions, tasks, powers, and organizational structure of the Phu Quoc special zone government in An Giang province; establish a Subcommittee to train and foster human resources to serve the organization of activities of APEC 2027.

Speaking at the meeting, Member of the Provincial Standing Committee, Vice Chairman of the An Giang Provincial People's Committee Nguyen Thanh Phong basically agreed with the submissions and reports presented at the meeting. At the same time, he assigned relevant departments and branches to complete the dossier, advise the Provincial People's Committee Standing Committee to decide or submit to the competent authority for decision.

Regarding the investment policy of the project "Cam Binh Rest Stop", located in Vinh Thuan hamlet, Vinh Thanh Trung town, Chau Phu district, An Giang province (now Vinh Thuan hamlet, Vinh Thanh Trung commune, An Giang province) of Cam Binh Petroleum Company Limited, the Vice Chairman of the Provincial People's Committee requested the Department of Finance to preside over and coordinate with relevant departments and branches to review and complete the dossier.

Regarding the plan to arrange points of sale and check tickets to visit cultural and historical relics in the Sam Mountain National Tourist Area, comrade Nguyen Thanh Phong acknowledged the proposal of the Sam Mountain National Tourist Area Management Board; assigned the unit to pilot the proposed plan, and at the same time receive feedback from the people to promptly adjust and perfect it to suit the reality.

Developing synchronous and modern water transport to serve tourism

According to the report on the approval of the Project on managing water transport activities serving tourism in Phu Quoc special economic zone until 2040, the project's goal is to develop synchronous and modern water transport serving tourism, improve service quality, meet the needs of socio-economic development, and contribute to Phu Quoc's goal of becoming an island city, a tourism service center, and attractive to domestic and international tourists by 2040.

Currently, the routes from shore to island, connecting islands, and coastal routes in An Giang province include 25 routes, of which 7 routes are announced by the Ministry of Transport (now the Ministry of Construction), currently managed by the Vietnam Maritime and Waterways Administration. In fact, 4/7 routes are being exploited, including: Rach Gia - Phu Quoc, Rach Gia - Nam Du, Ha Tien - Phu Quoc and Phu Quoc - Tho Chau.

18 inland waterway routes from shore to island, connecting islands managed by the locality with a total length of 310km to serve the travel needs of people and local economic development have been announced by the Provincial People's Committee, 12/18 routes are currently in operation.

The routes connecting to Phu Quoc special zone include 5 routes, of which 5 transport routes from shore to island (maritime), are managed by the Vietnam Maritime and Waterways Administration, including: (1) Rach Gia - Phu Quoc; (2) Kien Luong - Phu Quoc; (3) Ha Tien - Phu Quoc; (4) Phu Quoc - Tho Chau; (5) Nam Du - Phu Quoc, in reality only 3/5 routes are exploited for tourism, reaching 60% (Nam Du - Phu Quoc and Kien Luong - Phu Quoc routes only have cargo operations). 2 transport routes connecting islands (inland waterways) are managed by localities (2/18 routes), including: (1) An Thoi - Hon Thom route; (2) routes around the islands.

The content of developing transport routes from the mainland to Phu Quoc Island includes: Rach Gia - Phu Quoc; Kien Luong - Phu Quoc; Ha Tien - Phu Quoc; Phu Quoc - Tho Chau; Nam Du - Phu Quoc and routes from Phu Quoc Island to neighboring islands (including Nam Du Island and Tho Chau Island, Lai Son Island, Hon Tre Island, Tien Hai Island...).

Regarding infrastructure development, there are a total of 25 tourist pick-up and drop-off locations, of which the main port in An Thoi serves the island's coastline, combined with receiving international passenger ships to serve Phu Quoc island tourism activities.

Regarding the submission to approve the overall development project of Phu Quoc to 2040, with a vision to 2050, and the submission of the Provincial People's Committee to the Prime Minister for consideration and promulgation of the project, the general goal is to develop Phu Quoc into a smart, ecological, prosperous service-finance-technology island city; based on the foundation of tourism, resorts and trade-services with its own identity, high quality, regional and international scale; at the same time, it is a unique and distinctive island city, a center for organizing national and international events, a traffic hub and international exchange of the province, the Mekong Delta, connecting with major economic centers in the region and the world. Linking economic development with improving people's lives, while preserving and promoting the value of historical and cultural relics, protecting marine and island biodiversity, adapting to climate change and firmly ensuring national defense and security.

The target for the 2026 - 2030 period is that Phu Quoc's average economic growth rate for the 2026 - 2030 period will reach 15-16%/year. For the 2030 - 2040 period, it will be 11-12%/year. For the 2026 - 2030 period, the average income per capita will strive to be 280 - 300 million VND/person/year, equivalent to 12,000 USD. For the 2030 - 2040 period, it will be about 950 million VND/person/year, equivalent to about 34,000 USD/person/year. The poverty rate (according to the multidimensional poverty standard) for the 2030 - 2040 period will be under 1%...

Regarding the report on the results of implementing projects selecting investors in special cases under the management of Phu Quoc Economic Zone, there are 9 projects. Specifically, 4/9 projects have been approved for the results of selecting investors according to the decision of the Provincial People's Committee: Cua Can Lake Water Plant, An Thoi Domestic Solid Waste Treatment Plant, Bai Bon Waste Treatment Area (Ham Ninh), Bai Bon Waste-to-Energy Plant (Ham Ninh).

4/9 projects have invited investors but have not met the requirements (investors did not submit documents or the documents did not meet the criteria): An Thoi centralized wastewater treatment plant, Duong Dong centralized wastewater treatment plant. The remaining 2 projects are in the invited group but have not been successful.

1/9 projects that do not have enough legal conditions to organize investor selection (are completing documents after adjusting planning, deciding on investment policy and investor selection plan) is Duong Dong 2 Water Plant.
