Provincial People's Committee deploys key tasks in May

At the conference, delegates focused on discussing and unanimously assessing: Closely following the leadership of the Government, the Prime Minister, the Provincial Party Committee and the Provincial People's Council, along with focusing on thoroughly grasping, drastically and effectively implementing the 2025 working theme of the Provincial Party Executive Committee "Promoting democracy, tightening discipline, innovation, accelerating breakthroughs"; The Provincial People's Committee continues to lead and direct all levels and sectors to proactively monitor closely and grasp the development situation of sectors, fields and localities, especially the production and business activities of key enterprises in the industrial sector, especially proactively and flexibly adapting to the US government's imposition of reciprocal tariffs on goods from countries with large trade deficits with the US, including Vietnam.

Timely remove difficulties and obstacles for sectors, localities and enterprises to promote production and business development, and accelerate disbursement of public investment capital. Therefore, the socio-economic development situation in April 2025 achieved some important results. The value of industrial production reached over 9,500 billion VND, the accumulated value in the first 4 months of the year reached nearly 34,000 billion VND, up 9.8% over the same period last year. The industrial development index increased by 11.74% over the same period. Investment promotion and attraction work was directed and implemented with attention. In the first 4 months of the year, 62 projects were granted initial investment registration certificates and adjusted investment registration certificates with a total capital of nearly 8,000 billion VND, an increase of 2.94 times over the same period.

Continue to build a solid foundation and clearly define new steps for the province's development in the next stages, especially in planning. Focus on mobilizing resources to invest, upgrade and renovate socio-economic infrastructure, especially regional and inter-regional transport infrastructure, projects are determined to be completed to welcome the 23rd Congress of Ninh Binh Provincial Party Committee, term 2025-2030.

During the month, the Ninh Binh - Hai Phong expressway, the section through Ninh Binh province, was started and the East - West route, phase I, was inaugurated. The province's public investment disbursement rate as of April 24, 2025 reached 29.8% of the plan assigned by the Prime Minister.

Agricultural production follows the right seasonal schedule, proactively and flexibly implementing measures to prevent, combat and control diseases in livestock and poultry. Attention is paid to the construction of advanced new rural areas and model new rural areas.

Trade and service activities in the province continue to be vibrant, especially in the tourism, accommodation and catering industries. In April, the province's tourist areas and spots welcomed 1.17 million visitors, with a cumulative total of 5.6 million visitors in the first 4 months, with revenue of over VND 6,000 billion, up 31% over the same period in 2024. In particular, during the 5-day holiday from April 30 to May 1, the whole province is estimated to welcome over 700,000 visitors, with revenue estimated at over VND 1,000 billion, up 43.9% over the holiday period in 2024.

Total import and export turnover in April reached over 278 million USD, accumulated in 4 months reached over 1,064 million USD, up 11.2% over the same period. Total state budget revenue in 4 months reached over 5,162 billion VND, reaching 25.3% of the estimate.

Cultural, social, scientific and technological activities, and foreign affairs activities took place vigorously. In particular, the province successfully organized many activities to celebrate the 50th anniversary of the Liberation of the South, National Reunification, scientific conferences in the province and many typical cultural and sports events such as: the opening of Hoa Lu Festival 2025; the opening of Vietnam Conical Hat Festival 2025 and a series of attractive activities imbued with cultural colors.

The emulation movement to eliminate temporary and dilapidated houses was vigorously implemented. The work of building the government, judiciary, ethnicity, administrative reform, handling complaints and denunciations, and preventing and combating corruption was focused on; national defense and security were ensured.

The report clarified the results of the implementation of tasks of localities, agencies and units. The delegates also frankly raised difficulties and obstacles, and at the same time proposed and recommended solutions to effectively implement the key tasks of May 2025.

Focus on solutions to promote double-digit economic growth in 2025; accelerate the disbursement of public investment capital; key projects and works, improve the efficiency of providing and using online public services; prepare conditions and organize well the entrance exam for grade 10 in the 2025-2026 school year and the high school graduation exam in 2025; restructure the health system according to the model of organizing a 2-level local government; focus on resolving complaints and denunciations, preventing and combating corruption, waste and negativity; promote propaganda to raise awareness of traffic participation and crime prevention for people; perform well the tasks of local defense and military, maintain sovereignty, security and order in the sea border area. Focus on implementing the tasks of arranging the organizational model of the political system according to the requirements of the Central Government. Innovate investment promotion and attraction work in a professional, practical and effective direction.

Concluding the conference, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: In April, the Provincial People's Committee together with the People's Committees of districts, cities, departments and branches, under the leadership of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee, focused on effectively and comprehensively implementing the assigned tasks; the results were confirmed by specific figures. From those results, it shows that the leadership, direction and management of the Provincial People's Committee and branches and levels are in the right direction.

Regarding the tasks of May and the following period, the Chairman of the Provincial People's Committee emphasized: The overarching goal is to ensure the growth rate of 12%, so all levels and sectors need to focus highly on implementing the tasks, according to the proposed growth scenario. Continue to proactively develop specific plans for the arrangement of commune-level administrative units, first of all the material facilities, and the arrangement of workplaces for new communes. This task is the responsibility of the districts; in Hoa Lu city, it is determined that the headquarters of the City Party Committee and the People's Committee of Hoa Lu city will be appropriately arranged as the workplace of a number of new Ninh Binh provincial agencies.

Regarding the arrangement of cadres and civil servants at the commune level, the direction of transferring the total staff of the district level to the commune level is implemented; this task is organized and implemented by districts and cities. The arrangement of personnel needs to be based on criteria of population size and area to arrange cadres and civil servants, ensuring harmony.

The Chairman of the Provincial People's Committee also assigned specific tasks to departments, branches and localities. In particular, the Department of Finance was assigned to survey and plan the arrangement of new provincial offices and report to the Provincial People's Committee soon.

The Department of Agriculture and Environment focuses on resolving land and environmental management issues; preparing conditions, plans, and strategies to organize the announcement of Ninh Binh province completing the task of building a new rural province before the two-level local government officially comes into operation. At the same time, agree and submit to the Provincial People's Committee to issue a plan for natural disaster prevention, control, and search and rescue in 2025, including updating and calculating the plan of Ninh Binh province when there is no longer a district level.

The Department of Science and Technology focuses on performing well the assigned tasks, in which it pays attention to overcoming shortcomings and limitations in the field of digital transformation; is responsible for ensuring connectivity and synchronization in handling administrative procedures of authorities at all levels.

In addition to its regular general tasks, the Department of Health needs to continue to implement the direction of the Central and Government on inspection, examination and strict handling of fake milk and fake medicine.

The Department of Education and Training coordinates with localities to pay attention to propaganda and warnings to avoid unfortunate accidents (such as drowning) for children.

The Chairman of the Provincial People's Committee requested districts and cities to closely monitor and hand over records and documents in the preparation phase for the implementation of the two-level government. Review and finalize completed projects; proactively review capital construction debts; pay attention to ensuring the operation of the One-Stop-Shop at the district level, avoiding any interruptions in operations, causing obstacles and difficulties for people and businesses.
