On May 9, Chairman of the Hanoi People's Committee Tran Sy Thanh signed and issued Plan No. 127/KH-UBND on organizing the implementation of the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Hanoi in 2025.

The plan clearly states the purpose of seriously and promptly implementing the Resolution of the National Assembly Standing Committee on the establishment of 126 communes and wards in Hanoi city.

The City People's Committee clearly assigns tasks, responsibilities and coordination among relevant departments, branches and agencies; develops plans to arrange and assign staff, civil servants, public employees and workers in the commune-level government sector; resolves policies and regimes for cadres, civil servants, public employees and workers who are on leave due to organizational restructuring.

Along with that, the City People's Committee develops a plan to arrange headquarters, facilities, means and working equipment; at the same time, manages, uses and effectively exploits surplus assets due to the arrangement.

The City People's Committee requires units and localities to specifically define work contents, deadlines, and completion progress; strengthen the leadership, direction, and responsibility of heads of agencies, organizations, and units in the process of implementing tasks.

The Chairman of the City People's Committee requested that units in the implementation process ensure solidarity and unity; not to lose State assets; to create all favorable conditions for new commune-level administrative units to operate stably and normally, without affecting administrative transactions for organizations and citizens in the area.

Based on their assigned functions, tasks and powers, departments, branches and sectors shall proactively propose and submit to competent authorities for promulgation or promulgate under their authority legal documents and guidance documents to resolve issues related to the arrangement of administrative units , termination of operations of district-level administrative units and organization of two-level local governments, ensuring that after the arrangement of new commune-level administrative units, they operate smoothly, without interruption or gaps.
