Mr Zelenskyy spoke on Friday evening (September 20) ahead of a key visit where he is expected to discuss proposals to end the conflict with Mr Biden, Vice President Kamala Harris and former President Donald Trump.
Kiev has repeatedly asked the West for permission to use long-range weapons against Russia, arguing that this could change the course of the war, more than two and a half years after Russia's invasion of Ukraine. However, both the US and the UK are concerned about the possibility of an escalation of the war if this happens.
Mr Zelenskyy expressed hope that Mr Biden might change his mind, as he has changed his mind in previous conversations. A Biden adviser also said the US president would try to put Ukraine in the best position to win before his term ends.
During his trip to the US after a summer of fierce fighting, Mr Zelenskyy will meet Ms Harris and possibly Mr Trump on September 25 or 26.
Mr Zelenskyy is concerned that if Mr Trump is re-elected, Washington could reduce its commitment to support Ukraine, as Mr Trump has repeatedly criticized US aid to Kiev and refused to choose sides in recent debates.
