Assessing that in March and the first quarter of 2024, the National Assembly agencies have carried out a huge amount of work, the National Assembly Chairman also emphasized the priority of preparing the contents of the 7th Session.

On the afternoon of April 3, at the National Assembly House, National Assembly Chairman Vuong Dinh Hue chaired a meeting between National Assembly leaders and National Assembly agencies and agencies under the National Assembly Standing Committee to review and evaluate the main work results in March and the first quarter of 2024, propose a number of key tasks in April and major directions for the second quarter of 2024.

Secretary General and Head of the Office of the National Assembly Bui Van Cuong said that in the first quarter of 2024, based on the practical situation, the agencies have advised and served the successful organization of 2 extraordinary sessions of the National Assembly, 8 meetings of the National Assembly Standing Committee; reviewed, approved and commented on 2 laws, 4 resolutions of the National Assembly, 66 resolutions of the National Assembly Standing Committee; organized a conference of full-time National Assembly deputies to discuss and comment on 8 draft laws submitted to the National Assembly for consideration and approval at the 7th session of the 15th National Assembly; successfully organized a conference of full-time National Assembly deputies and 5 conferences of the National Assembly Standing Committee...

Advisory work and support for the implementation of legislative activities continue to be prioritized and focused on, and quality continues to be improved, closely following Conclusion 19 of the Politburo , the 2024 Law and Ordinance Building Program, and Plan No. 81 of the National Assembly Standing Committee.

In addition, 19 new legislative tasks were added to Plan No. 81 to promptly implement Party resolutions and meet practical requirements.

Along with that is the active consultation and implementation of the activities of the thematic supervision delegations of the National Assembly and the National Assembly Standing Committee; successfully organizing the question and answer session at the 31st Session of the National Assembly Standing Committee and the Conference to implement Resolution No. 969 of the National Assembly Standing Committee guiding the organization of explanation activities at the meetings of the National Assembly Council and Committees.

At the same time, the advisory and service agencies issued 2 resolutions of the National Assembly at the 5th Extraordinary Session on a number of specific mechanisms and policies to implement national target programs; the use of general reserves and central budget reserves of the Medium-term Public Investment Plan for the period 2021-2025 for ministries, central and local agencies and Vietnam Electricity Group; 2 resolutions at the 6th Extraordinary Session on personnel.

Foreign affairs closely following the orientation of the Party and State have been proactively, positively and effectively implemented in all fields, bilaterally and multilaterally. Delegation work, people's petition work, and scientific research work continue to be well implemented and increasingly systematic.

In the second quarter, the National Assembly agencies will complete the dossiers and documents to submit to the National Assembly for approval at the 7th Session for 9 draft laws and 1 draft resolution; complete and ensure the quality of the appraisal reports to submit to the National Assembly for comments on 11 draft laws included in the Law and Ordinance Development Program.

After listening to opinions at the meeting, National Assembly Chairman Vuong Dinh Hue assessed that in March and the first quarter of 2024, the National Assembly agencies had carried out a huge amount of work scientifically; closely following the plan of the National Assembly Party Delegation, while flexibly implementing arising issues. The work of the agencies was sensitive, close to reality, closely following the direction of the Secretariat, in accordance with the provisions of the law.

The activities of the National Assembly are comprehensively deployed in the fields of legislation, supervision and decision on important issues of the country; people's petition work; foreign affairs; advisory work; supervision and direction of the activities of the People's Council; good organization of the National Assembly sessions, meetings of the National Assembly Standing Committee, National Assembly agencies, institutions in political organizations... The volume and quality of work meet practical requirements, in line with the aspirations of voters and people.

The National Assembly Chairman emphasized that all opinions highly appreciated and basically agreed with the report. The National Assembly Chairman requested the Secretary General of the National Assembly to take into account the opinions and review all work contents from now until the end of April and the second quarter of 2024, especially those related to the 7th Session of the National Assembly; review, consider and then include them in the working program of the 32nd and 33rd Sessions of the National Assembly Standing Committee.

For legal documents and normative legal documents, it is necessary to review and include them in the agenda of the 32nd Session and the 33rd Session of the National Assembly Standing Committee according to a number of principles.

Specifically, the National Assembly Chairman emphasized the priority of the 7th Session, and the contents that do not need to be discussed should be postponed. All draft laws and resolutions that are not yet on the agenda of the National Assembly must be requested to be submitted by the Ministry of Justice on behalf of the Government to the National Assembly Standing Committee for consideration through the Law Committee to be included in the agenda of the session.

The National Assembly Committees work with relevant Ministries in coordination with the Government and relevant agencies to identify urgent issues and have prepared documents to be included in the April Session; issues that are not yet qualified will be included in the May Session of the National Assembly Standing Committee.

The Office of the National Assembly Party Delegation coordinates with the Office of the National Assembly to continue reviewing all tasks related to the Party Delegation's project, to be expected to be included in the Party Delegation meeting. For some draft laws and resolutions, additional working sessions may be organized.

The National Assembly Chairman requested the Heads of units, Chairmen of Committees, Chairmen of the Ethnic Council, and Heads of Committees to review the working regulations and principles; and at the same time, pay attention to the content of the extraordinary rewards for the preparation work for the 5th Extraordinary Session.

At the meeting, the National Assembly Chairman requested units to review and request officials and civil servants to strictly implement regulations on public service performance. Agencies should promote a sense of responsibility and be more proactive in all aspects of work, while strengthening internal and external coordination in performing assigned functions and tasks./.
