Previously, at 3:00 p.m. on November 6, 2025, while storm No. 13 was raging, two men braved the danger in the middle of the storm and threw themselves into the rescue. This action demonstrated extraordinary courage. That spirit of compassion and bravery is a living testament to community responsibility and touched the hearts of millions of people across the country.

The bravery of Phan Duy Quang and Le Van Sanh in rescuing people in the midst of the storm has become a beautiful story of humanity. The People's Committee of Ly Son Special Zone also awarded a certificate of merit to Le Thanh Hung, owner of the An Vinh Express ship, for his achievements in rescuing three missing fishermen from Ly Son during the storm. The People's Committee of Ly Son Special Zone will also propose to higher authorities to continue to reward Phan Duy Quang and Le Van Sanh.
