The role of 'great rear' in the construction of 500 kV line 3

This morning, August 29, Vietnam Electricity Group (EVN), National Power Transmission Corporation (EVNNPT) held the inauguration ceremony of the 500 kV line project circuit 3 from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen) in the form of direct connection combined with online with the main bridge point taking place at the 500 kV Pho Noi transformer station (Hung Yen), connecting online to 8 bridge points in 8 provinces where the project passes through.

Speaking from Thanh Hoa, Thanh Hoa Provincial Party Secretary Do Trong Hung said that with the awareness that the 500kV Line 3 projects are national key projects, with a great role, position and impact on socio-economic development, ensuring national defense and security of the country and localities where the project passes through; from the beginning of 2024 up to now, Thanh Hoa province has identified the successful implementation of the project as one of the top political tasks of the province.

As a locality with a long power line (131 km/519 km), a large number of foundations and columns (299 locations, 137 anchorages), with 3 component projects: (i) Thanh Hoa 500 kV Transformer Station Project; (ii) Nam Dinh 1 Thermal Power Plant 500 kV Power Line Project - Thanh Hoa; (iii) Quynh Luu - Thanh Hoa 500 kV Power Line Project, passing through 11 districts, towns, 62 communes, wards and townships, with 63,942 hectares of land of all kinds being recovered, affecting 1,842 households; but Thanh Hoa identified this as an honor, as well as a great responsibility for the local Party Committee, government and organizations of the province.

Top priority for the project

Therefore, according to Mr. Do Trong Hung, right from the first days of implementation, the Party committees, authorities and the entire political system of Thanh Hoa province have focused on leadership, direction, creating conditions and giving the highest priority to completing legal procedures; organizing the review of planning, land use plans, related works and projects affected by the projects to have measures to handle, resolve and create the most favorable conditions for implementing the projects.

Immediately after the projects were approved for investment, Thanh Hoa province mobilized all resources to carry out related work; actively coordinated closely with investors in site clearance, especially in developing resettlement plans for affected households in a better direction than their old residences. In addition, stepped up propaganda and mobilized people to deeply understand the significance and importance of the project for ensuring national energy security and socio-economic development of the province; created high consensus and unity among people in implementation.

Mr. Do Trong Hung said that, overcoming "cold winter nights, fiery summer days", by May 29, 2024, Thanh Hoa province had completed handing over all column foundation positions and anchorages to the investor to carry out project construction (one of the first 3 provinces to complete the handover of the project site).

Entering the construction phase, Thanh Hoa province has promoted its great rear role, mobilizing the synchronous and effective participation of Party committees at all levels, authorities, mass organizations and people in the areas where the project passes through in supporting units to clear the corridor and support project construction; mobilizing available resources, creating the best logistical conditions for officers, engineers, workers and laborers participating in project implementation in the area.

With drastic, synchronous and effective solutions, Thanh Hoa province's work contents have been completed ahead of schedule, ensuring the requirements of energizing and inaugurating the entire 500 kV line 3 circuit Quang Trach - Pho Noi according to the direction of the Prime Minister, and at the same time, focusing on restoring works serving the construction and taking care of the lives of people in the project area.

According to Mr. Do Trong Hung, the inauguration of the component projects of the 500 kV Line 3 today is the result of the close, decisive and effective leadership and direction of the Party Central Committee and the Government, directly by the Prime Minister, with the spirit of "Overcoming the sun, overcoming the rain", "Only discussing work, not backing down"; the close coordination of central ministries and branches; along with the efforts and determination of Vietnam Electricity Group and the timely direction of local Party committees, authorities and organizations at all levels; especially the support of people in the project area.
