When being propagandized and mobilized by the officers of the District Department of Agriculture and Environment, Ms. Nguyen Thi Dong in Song Hong village, Xuan Ai commune pioneered in converting ineffective land from the field to growing mulberry for silkworm rearing. Ms. Dong shared: "Immediately after receiving support of 20 million VND according to Resolution 69 of the Provincial People's Council, in 2023, my family converted 3 hectares of land from the field to grow mulberry for silkworm rearing leaves. Up to now, I have sold 9 batches of silkworms and cocoons, deducting all expenses, earning my family more than 200 million VND from silkworm rearing, significantly improving my family's life.

In 2025, Xuan Ai commune plans to plant 30 hectares of mulberry. Up to now, people have planted 22 hectares, bringing the total mulberry area in the commune to 62 hectares, concentrated in the villages of Song Hong, Quyet Hung, Trung Tam and Ngoi Vien. The commune has also registered appropriate policies to support people in repairing and upgrading silkworm houses and registering for support according to the chain.

Mr. Trinh Quach Con - Vice Chairman of Xuan Ai Commune People's Committee said: "To complete the proposed plan, the locality always closely cares, guides and supports people in developing mulberry cultivation and silkworm breeding. Not only stopping at the area being implemented, we also continue to expand the mulberry cultivation and silkworm breeding model, promote production development according to the value chain, link production with product consumption, contributing to the transformation of crop structure towards commodity production, improving economic efficiency, increasing income for people. Up to now, in the commune, there are 2 mulberry cultivation and silkworm breeding cooperatives operating and providing stable income, including: Xuan Ai Commune Mulberry Cooperative and Quyet Hung Cooperative".

In 2025, Van Yen district aims to improve the quality and efficiency of the mulberry planting and silkworm raising program in Van Yen district; develop good quality mulberry areas to have a source of leaves for silkworm raising, create good quality cocoon raw materials to meet the needs of automatic silk reeling factories, increase production value, increase income for mulberry growers and silkworm raising factories to achieve high economic efficiency.

In particular, promote the application of advanced techniques to improve the productivity, quality and output of mulberry leaves and silkworm cocoons, raising the income of mulberry growers and silkworm breeders by 3 - 3.5 times compared to rice and other vegetable crops; attract and create conditions for enterprises to invest in joint ventures and deep processing of mulberry products; develop mulberry growing and silkworm breeding to contribute to the development of the agricultural economy, building a stable and sustainable new countryside.

To develop the raw material area, Van Yen district has focused on directing specialized agencies to coordinate with mulberry cooperatives, Party committees and authorities of communes participating in the project to organize propaganda and guidance on planting and caring for mulberry trees; and guidance on the use of advanced mulberry varieties recognized by the Ministry of Agriculture and Rural Development . In addition, the district People's Committee has directed and guided cooperatives to sign contracts with enterprises and product consumption units, namely Yen Bai Mulberry and Silk Joint Stock Company, to commit to purchasing all silkworm cocoons, on the basis that the products must ensure standards, specifications and quality.

Mr. Pham Trung Kien - Vice Chairman of Van Yen District People's Committee said: "In 2025, Van Yen district has proposed a plan to plant 195 hectares of new mulberry trees associated with the development of silkworm farming and cocoon sales in the communes of Xuan Ai, Yen Thai, Yen Phu, Yen Hop, Dai Phac, An Thinh, Tan Hop, Dong Cuong, An Binh. These are communes with suitable climate and soil conditions for developing mulberry farming and silkworm farming. At the same time, the district also mobilizes the participation of the entire political system, especially the Party committees, authorities, the Fatherland Front and organizations, communes in the planning area, step up propaganda, mobilize people, take advantage of fragmented areas that can grow mulberry, boldly convert ineffective rice fields, fertile land, and sandbanks to grow mulberry to develop silkworm farming. Along with that, the Provincial People's Council has implemented support policies for mulberry farming and silkworm farming. Up to now, the communes in the planning area have planted over 50 hectares of mulberry trees, increasing the total mulberry area in the area. district up to 203 hectares".

To promote the development of mulberry cultivation and sericulture, Van Yen district has implemented many synchronous solutions, from capital support, technology transfer, infrastructure construction, to building production and product consumption chains. At the same time, focusing on overcoming weak "links" to "revive" the mulberry cultivation and sericulture profession, aiming to make mulberry trees and sericulture a sustainable economic development direction, helping farmers get rich on their homeland.

In the coming time, the People's Committee of Van Yen district will continue to implement and guide the establishment of cooperatives and cooperatives for growing mulberry and raising silkworms according to regulations to ensure stable and sustainable production. Special attention will be paid to transferring science and technology, promoting trade for cocoon and silk products produced in the district, and in the long term, guiding the construction and application of brands for silk products of the district. Along with that, regularly organize vocational training courses on growing mulberry and raising silkworms for households developing mulberry cultivation in communes to improve the quality of labor in growing mulberry and raising silkworms.
