Van Yen promotes disbursement of capital for national target programs

Implementing the National Target Programs (NTPs) for the period 2021 - 2025, the total capital plan assigned by the province in Van Yen district is 155 billion 644 million VND. Up to now, Van Yen district has disbursed 117 billion 469 million VND, reaching 75.5% of the estimate assigned by the province.

In the period of 2021 - 2025, the total capital plan assigned by the province in Van Yen district is 155 billion 644 million VND, including three programs. That is, socio -economic development of ethnic minority and mountainous areas (EMM) accounts for the majority with nearly 100 billion VND; sustainable poverty reduction is 32 billion 692 million VND and new rural construction is 22 billion 961 million VND. Up to now, Van Yen district has disbursed 117 billion 469 million VND, reaching 75.5% of the estimate assigned by the province and 79.3% of the plan assigned by the district. Of which: The EMM and MN program disbursed 74 billion 259 million VND; sustainable poverty reduction is 26 billion 055 million VND; new rural construction is 17 billion 155 million VND. Regarding the capital adjusted for investment according to Resolution 111, 7 billion 392 million VND has been 100% disbursed for 7 investment projects.
Chairman of Van Yen District People's Committee Hoang Viet Hoa said that the implementation of the National Target Programs in recent times has had a strong impact on the socio-economic development of the district, especially for the disadvantaged communes, villages and hamlets in the area; investment resources from these programs have changed the face of ethnic minority areas through social infrastructure, economic and technical infrastructure; people's lives and incomes have been increasingly improved, the poverty rate has decreased over the years. In addition, the contents and projects supported by career capital have impacted the economy, society and people's lives such as: creating jobs, increasing income, contributing to sustainable poverty reduction, promoting social equity. Thereby, gradually forming the sustainability of the program.

Support policy to help ethnic minorities in Van Yen district invest in livestock development and escape poverty.
However, during the implementation process, there are still certain difficulties and obstacles in each project. In 2025, many items under the Ethnic Minority and Rural Development Program are still in the process of completing procedures and waiting for capital allocation. Specifically, Project 3 - Sustainable Agricultural and Forestry Production Development is still in the process of completing payment documents. Projects linked to value chains and supporting community production are also not on the same level in terms of implementation progress. Project 4 investing in essential infrastructure is still awaiting appraisal. Project 5 oneducation and training development and Project 10 - Communication, inspection and supervision both have many sub-projects that have not been implemented due to capital allocation problems.
Regarding the sustainable poverty reduction program, although there have been many positive results, there are still important sub-projects such as Project 4 - Vocational education development that have not opened vocational training classes. The new rural construction program also faces many difficulties such as restructuring the agricultural sector, OCOP, supporting vocational training for rural workers... due to lack of registration subjects or unqualified documents. Some contents on developing safe vegetable material areas must be temporarily suspended because the documents do not meet the requirements and the planting season has passed...
Chairman of Van Yen District People's Committee Hoang Viet Hoa added: Promoting the achieved results, in the coming time, Van Yen district will focus on accelerating the progress and improving the effectiveness of the implementation of the National Target Programs, especially in the context of preparing for the implementation of a two-level government. For projects, the content has been basically completed or is being implemented smoothly, urgently complete the documents and procedures. For projects, the content has not been completed, the progress is slow, there are problems, review, classify, and clearly identify the causes. Specialized departments, communes and towns directly review each project, specific content under their management. Prioritize projects that directly support people, especially projects supporting production development, vocational training, healthcare, domestic water, housing, etc., striving to disburse maximum funds in the second quarter of 2025.
