Ho Chi Minh City's Ring Road 3, western section: Two traffic management boards have not met the committed progress requirements.

The leaders of the Ho Chi Minh City People's Committee have requested that investors provide special support and supervision to contractors who are behind schedule on the Ho Chi Minh City Ring Road 3 project.

The Ho Chi Minh City People's Committee Office has just announced the conclusions of Vice Chairman Bui Xuan Cuong at the inspection of the Ho Chi Minh City Ring Road 3 project construction site on December 11 and 12.

Construction adjustments must be implemented to ensure that progress milestones are met.

Upon on-site inspection, the implementation progress of the Ho Chi Minh City and Binh Duong Province Transport Construction Investment Project Management Boards has not met the committed schedule to the city regarding the technical opening of the western section of the route on December 19th.

Specifically, from package XL6 to package XL10 of component project 1, connecting Binh Goi Bridge (package XL4 - component project 5) and the roundabout on Provincial Road 9 (package XL6 - component project 1), and Kenh Thay Thuoc Bridge.

Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong requested that investors and contractors focus and mobilize all available resources (labor, equipment, materials, finance, etc.), adjust construction solutions accordingly, and ensure that progress milestones are met.

For component project 1, the Ho Chi Minh City People's Committee requires the opening of the main section of the eastern expressway from package XL1 to package XL5 (approximately 12.5km) before December 19th; and the completion of asphalt paving, installation of traffic signals, traffic safety systems, lighting, and drainage before February 10th, 2026.

The branch lines under package XL1 will complete the construction of bored pile foundations and ground treatment before February 10, 2026, to proceed with the construction of bridge girders and deck slabs, and complete all items before April 30, 2026.

The eastern parallel road must complete the soil stabilization work before December 19th in order to be put into operation before April 30th, 2026.

For the western section, the leaders of the Ho Chi Minh City People's Committee requested that the entire route from package XL6 to package XL10 (excluding locations where weak soil is being treated under packages XL7 and XL8) be technically opened to traffic before February 10, 2026; and that all items be completed and put into operation before April 30, 2026...

For component project 5 (the section through the former Binh Duong province), the Binh Goi bridge, including the two access roads, must be put into operation before February 10, 2026. The Tan Van interchange must complete the construction of the foundation, piers, and branch beams of bridges N2.1, N3.2, and the main bridge before February 10, 2026; and be put into operation before April 30, 2026. The Binh Chuan interchange must also be fully completed before April 30, 2026.

Provide support and closely monitor contractors who cause delays.

According to the conclusions of the Ho Chi Minh City People's Committee leaders, the difficulties and obstacles in the past period mainly focused on the source of stone materials, transportation of sand and soil for embankment, the financial conditions of contractors, weather conditions, and handling of weak soil foundations...

Regarding stone materials, the city has instructed investors to urgently review and compile the stone needs for 2025 and 2026 to support contractors in implementing the project. Regarding sand for embankment, investors are to immediately review and propose transportation options by road, waterway, and wharves, and report to the Department of Construction for compilation and resolution before December 20th.

Regarding construction organization, investors instructed contractors and consultants to focus intensely, mobilizing all human resources, materials, equipment, supplies, and funding to accelerate progress to the maximum, working through the night and even on holidays to compensate for delays in contract packages.

Simultaneously, create a progress tracking table for each contract package and contractor, clearly reporting the number of workers, machinery, and equipment on the construction site, the volume of main materials mobilized during the week, and the number of construction teams; attach images and videos (clearly indicating the specific date and time) for comparison with the previous week.

This provides a basis for evaluating and proposing solutions to accelerate the construction progress.

The leaders of the Ho Chi Minh City People's Committee also requested that investors provide special support and supervision to contractors who are behind schedule.

Specifically, this includes promptly addressing difficulties and obstacles within their authority regarding load-bearing materials (such as Hai Phong Company), bridge girders (Cienco 4), and finance (Hai Phong Company, CT3, Hai Dang) to accelerate construction progress and absolutely avoid affecting the overall project schedule.

The Ho Chi Minh City Project Management Board for Investment and Construction of Transport Projects and the Binh Duong Provincial Project Management Board for Investment and Construction of Transport Projects must accelerate the application of BIM, GIS, etc., in managing progress, volume, and quality, ensuring the goal of putting the projects into operation before April 30, 2026.
