Prime Minister Pham Minh Chinh has just signed and issued Directive 08/CT-TTg on comprehensive, rapid and sustainable tourism development in the coming time.

Accordingly, the overall development orientation of Vietnam Tourism has been clearly stated in Resolution No. 82/NQ-CP dated May 18, 2023 of the Government as "Outstanding products - Professional services - Convenient and simple procedures - Competitive prices - Clean, bright, green, beautiful and safe environment - Safe, civilized and friendly destinations" . In the coming time, all levels, sectors, localities and professional associations and enterprises in the tourism sector need to seriously implement Resolution No. 08-NQ/TW of the Politburo and the directions of the Government and the Prime Minister to promote the development of Vietnam Tourism in a comprehensive, fast and sustainable manner with the motto "Close connection - Harmonious coordination - Extensive cooperation - Comprehensive coverage - Sustainable efficiency" , the Prime Minister directed:
Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities are responsible for: thoroughly grasping and further raising awareness of the position, role, importance, value, effectiveness and spread of the tourism industry to promote the proactive, positive and responsible spirit of relevant entities with a comprehensive, global and all-people approach in the spirit of: "Resources originate from thinking - Motivation originates from innovation - Strength originates from the People and businesses"; seizing opportunities to develop a fast, comprehensive and sustainable tourism ecosystem, creating development momentum for other industries and fields.
Promote the responsibility of leaders of Party committees and People's Committees at all levels in directing the development of tourism into a spearhead economic sector; promote decentralization, along with resource allocation and enhancing the implementation capacity of subordinates; create strong and practical changes in public-private cooperation; resolutely cut and simplify administrative procedures and actively inspect and supervise compliance with reduced and simplified tourism business conditions to create the most favorable conditions for people and businesses to participate in the tourism industry's input supply chain, form a tourism value chain, link national and global tourism to actively contribute to the country's overall socio-economic development.
The People's Committees of provinces and centrally-run cities, according to their assigned authority and tasks, shall strengthen state management of tourism in their localities, implement solutions to remove difficulties and obstacles, promote comprehensive, rapid and sustainable tourism development; focus on the following key tasks: direct organizations and individuals doing tourism business to strictly post prices publicly and sell at the correct listed prices; inspect and supervise the strict implementation of tax obligations to the State.
Resolutely handle all violations in accordance with the law, including suspending business operations and revoking licenses; strictly handle organizations and individuals who assist or cover up violations, profit from solicitation, price gouging, false advertising, etc. in tourism business activities.
Create a favorable business environment, encourage innovation, creative startups, develop business forces, form many tourism businesses with strong brands; support small and medium enterprises, tourism business households to apply science and technology, promote digital transformation and access capital sources.
Effectively deploy governance models and public-private partnerships in tourism development in the spirit of “ harmonized benefits and shared risks ”; promptly issue incentive mechanisms and policies to effectively mobilize resources from businesses, especially large businesses, to invest in tourism development. Preserve and promote unique indigenous cultural values and natural landscapes for sustainable tourism development .
Ensure security and safety for tourists, focus on environmental sanitation and food safety; encourage the participation of people and businesses in building a cultural, civilized, friendly and hospitable tourism environment according to the motto " Each citizen is a tourism ambassador ". Develop plans and tasks on environmental protection, planting and developing landscape trees in tourist areas, urban areas and rural areas.
Raise people's awareness of environmental education and conservation, restoration of cultural and historical relics and natural landscapes; promote propaganda, dissemination and guidance for organizations and individuals doing tourism business to comply with the provisions of law on environmental protection.
Issue, within its authority, preferential policies to support individuals, organizations, and communities participating in business and providing community tourism services and products, agricultural and rural tourism; plan night-time economic development areas associated with tourism services; develop diverse night-time tourism services and products in areas with high tourist concentrations in the locality; submit to competent authorities for approval the extension of operating hours in areas identified for night-time economic development. Promote regional linkages and linkages between localities to form tourism growth drivers according to the motto "one route - many destinations", forming specific tourism products and product chains for each locality; closely cooperate in investment, product development, communication, promotion and implementation of tourism stimulus campaigns. Allocate appropriate resources for digital transformation in tourism development, in sync with the digital transformation content implemented by the Ministry of Culture, Sports and Tourism, to avoid fragmentation and waste of resources.
Chairmen of People's Committees of provinces and centrally-run cities shall promote their leadership role, innovate thinking in policy making, direction, management and administration of tourism development according to the motto "State, enterprises and people work together to develop tourism".
The Ministry of Culture, Sports and Tourism, the standing agency of the State Steering Committee on Tourism, is responsible for: urgently submitting for promulgation the Implementation Plan and effectively organizing the implementation of the Tourism System Planning for the period 2021 - 2030, with a vision to 2045 after being approved by the Prime Minister. Proactively reviewing and reporting on the consolidation of the State Steering Committee on Tourism, including proposing to add member agencies to the State Steering Committee on Tourism, in order to enhance the effectiveness and efficiency of operations and to suit the new context and situation; reporting to the Prime Minister for consideration and decision in March 2024.
Review and evaluate the implementation of Resolution No. 08-NQ/TW dated January 16, 2017 of the Politburo on developing tourism into a spearhead economic sector; organize an assessment and summary of the implementation of the 2017 Tourism Law to clarify shortcomings and issues that are no longer suitable for the new situation to submit to competent authorities for consideration and adjustment; review, evaluate, perfect the management and operation mechanism and better promote the role of the Tourism Development Support Fund in organizing and implementing plans to promote, advertise and support tourism development (training human resources, building specific products, digital transformation, etc.) to submit to competent authorities for consideration, amendment and supplementation in accordance with the new situation.
Urgently develop and organize the synchronous implementation nationwide of the National Green Tourism Action Program under the direction of the Government in Resolution 82/NQ-CP dated May 18, 2023, focusing on a number of specific activities: Annual National Green Tourism Forum, developing green tourism products associated with the formation of a community of socially responsible tourism businesses; strongly promote the conversion, assessment and certification of sustainable tourism according to the standards of the Global Sustainable Tourism Council (GSTC) for tourism establishments and hotels; research and develop a green tourism certification system that meets international standards for Vietnamese tourism products and destination brands.
Proactively and strongly innovate the content and methods of tourism promotion and advertising; strengthen service infrastructure connections, support and enhance experiences, and retain tourists; focus on developing and exploiting market segments according to specialized products in which Vietnam has strengths, such as: conference - seminar - event tourism, golf tourism, night tourism, community tourism, rural tourism, culinary and health tourism, etc.
Preside over and coordinate with the Ministry of Foreign Affairs and relevant ministries and sectors to develop a project to establish tourism promotion offices abroad; promote the role of Vietnamese cultural centers abroad in promoting and advertising the image of the country, culture, people and tourism of Vietnam.
Preside over and coordinate with the Ministry of Public Security, the Ministry of National Defense, the Ministry of Transport and relevant agencies to develop a plan to promote tourism by sea and road; develop appropriate policies to promote rail tourism; continue to effectively carry out the tasks assigned in Directive No. 10/CT-TTg dated March 31, 2021 of the Prime Minister on protecting national security and ensuring social order and safety in the tourism sector.
Preside over and coordinate with the Ministry of Information and Communications and localities to develop a database on tourism management and business on a shared digital platform; build and perfect a smart tourism ecosystem associated with digital transformation, green transformation, and circular economy; promote administrative procedure reform in the tourism sector associated with digital transformation.
Actively coordinate with relevant ministries, branches and agencies to propose specific mechanisms, policies and solutions to support, remove difficulties and obstacles, comprehensively and synchronously develop the tourism industry (regarding taxes, land, coordination mechanisms) to build safe, civilized, friendly destinations, with a green, clean and beautiful environment.
Guide localities to develop high-class and multi-experience destinations with creative, unique, inter-regional and inter-local tourism products to attract and retain tourists; synchronously develop both popular, high-end and especially high-end tourism; promote the development of cultural industries to promote tourism.
The Ministry of Public Security shall promote administrative procedure reform, apply science and technology and deploy automation solutions in handling procedures for foreigners to enter, reside and travel safely in Vietnam; preside over research, propose and apply online exit and entry procedures through facial recognition (FaceID) and electronic passports (E-Passport) to create convenience and speed for tourists. Consider piloting the issuance of border-gate visas based on on-site personnel review for international tourists; report to the Prime Minister in the second quarter of 2024.
Preside over and coordinate with the Ministry of Culture, Sports and Tourism, the Ministry of Foreign Affairs and relevant agencies to research and propose preferential policies on conditional exit and entry for a number of traditional, potential international markets with high levels of development, large tourism spending and long-term stays in key tourist areas of Vietnam and localities with synchronous and convenient transport infrastructure systems; expand the list of unilateral visa exemptions; pilot short-term visa exemptions (from 6 months to 12 months) for tourists from a number of large-scale, high-spending markets; pilot long-term, multiple-entry visas (12 months to 36 months) to attract high-end tourist market segments, retirees with high spending capacity from a number of target markets such as Europe, Northeast Asia, North America, India and a number of countries in the Middle East region...
Nhan Dan Newspaper, Vietnam Television, Voice of Vietnam, Vietnam News Agency and other news agencies and press agencies closely coordinate with the Ministry of Culture, Sports and Tourism to strengthen news routes to forecast the situation and trends of tourism development, focus on propaganda on trade promotion activities, promote Vietnamese tourism in international markets; reflect foreign affairs activities, people-to-people exchanges between Vietnam and other countries. Coordinate with relevant ministries and branches to promote propaganda, enhance the value of Vietnam's image at home and abroad.
The State Steering Committee for Tourism and the Steering Committee for Tourism Development of localities shall direct and proactively develop practical action plans, ensuring the resolution and removal of obstacles to promote tourism development advantages. Maintain and coordinate the cooperation and connection of ministries, departments, branches and organizations in tourism development. Promptly direct the handling of difficulties and obstacles, propose new policies in accordance with the country's reality and the world's development trends.
Vietnam Tourism Association, local tourism associations strongly promote the role of connecting the tourism business community with other related associations and professional associations, consulting with competent authorities; at the same time, promote the proactive role in participating in and organizing tourism product development activities, professional training to improve the professional skills of tourism workers and tourism promotion and advertising activities. Guide and support tourism businesses in converting activities suitable for tourism in the new situation, promote activities to recover and rapidly develop Vietnam Tourism; promptly synthesize opinions of the tourism business community to propose and recommend to competent authorities to resolve difficulties and problems.
Organizations and individuals providing tourism services and the tourism business community promote dynamism, creativity, and a driving, proactive, and consultative role in tourism recovery. Strengthen connections, cooperation, and support, and overcome difficulties together. Innovate business models, restructure enterprises in conjunction with digital transformation and innovation and creativity. Implement the contents of signed contracts, ensure service quality, respect customer rights, and compete fairly and healthily.
Proactively improve management capacity, product and service quality, actively participate in national tourism promotion programs, digital transformation programs, green transformation programs for Vietnam tourism to develop rapidly and sustainably. Raise awareness and responsibility to society and the community; actively participate in environmental protection, preservation and promotion of national cultural identity.
Tourism businesses and people participating in tourism-related services (food services , shopping services and other services ) must be responsible for strictly fulfilling their tax obligations to the State and regulations of the law and industry, ensuring safety for tourists, enhancing the brand of Vietnam Tourism...
