In his closing speech at the 11th Central Conference, General Secretary To Lam suggested that personnel arrangements during mergers, consolidations, and preparations for Party Congress personnel “must be based on the highest standards of work requirements, followed by other criteria.” This requirement demonstrates innovative thinking and substance in personnel work, and is also an urgent requirement in the current situation.

For a long time, personnel work has been affirmed as a key step in Party building. However, reality shows that in many places and at many times, the arrangement and assignment of personnel is still dominated by old thinking: "safety", "structure", "regional priority" or "collective interests". These factors, although "in the name" of balance and harmony, slow down the operation of the apparatus, reduce the fighting strength of Party organizations and the effectiveness of government operations at all levels.

The current context has undergone many fundamental changes. International integration in the new situation and the country's great development goals require the staff, especially leaders and managers at all levels, to be "really good" and "really talented". Along with that, the whole country is restructuring administrative units, streamlining the organizational apparatus, leading to a reduction in the number of focal points and fewer leadership positions. This makes the selection and arrangement of personnel a sensitive issue, directly affecting people, relationships, thoughts and interests of many parties.

In such a situation, it is very important and urgent to put “job requirements” first, to select cadres based on work, not on relationships, feelings or structure. Accordingly, it is necessary to base on the functions, tasks, powers, specific characteristics and practical requirements of each job position to select people who are truly qualified, capable, qualified and most suitable. This is an objective and scientific approach, surpassing local calculations or compromises of “average”, “even distribution” or “prioritization according to structure”.

The “highest standard” here is not just a degree, title or number of years of work, but the actual suitability with the job requirements in the new conditions. The period of digital transformation, deep international integration, modern management issues, complex operations and pressure for innovation and breakthroughs… requires cadres to not only be good at theory but also have a strong character, be practical and dare to take responsibility. If we cannot choose people who meet the requirements of modern social management, it will be difficult for the country to develop quickly and sustainably and the people's trust will also be eroded.

Although this is a very accurate request, it is not easy to implement. "The Standing Committee at the provincial level (with mergers and consolidations) must discuss this issue thoroughly with each other, creating high unity in implementation, especially in arranging heads of agencies after the merger" - this request of General Secretary To Lam is a serious reminder for Party committees at all levels, especially the Standing Committee at the provincial level, which are directly under pressure in arranging and assigning personnel. Such discussion must be truly for the work, for the common interests of the organization and the country, and cannot be a compromise, arrangement or "equal division" to keep things quiet. The political mettle and qualities of the Party Committee and organization at this time are to dare to overcome old constraints and customs, dare to choose worthy people, dare to eliminate cases that do not meet the requirements - no matter who that person is, where they come from.

In the coming time, the Central agencies will issue specific guidelines on criteria and standards for cadres in accordance with the new situation. However, no matter how the criteria system is adjusted or supplemented, the spirit of "taking the highest standards for the sake of job requirements" must remain an immutable principle, the foundation for reviewing, selecting and arranging cadres at all levels. This is also an important basis for strengthening inspection, supervision and evaluation of cadres in an objective, comprehensive and transparent manner, preventing the situation of running for positions and power, and limiting negative public opinions internally and in society.

Not only is it a consistent orientation for personnel work, “taking the highest standards for work requirements” is also a message to the entire current team of leaders and managers - that the period of “acceptable”, “egalitarianism” in personnel has ended. Whoever stands where, plays what role, must be truly worthy, truly for the job and for the people. When personnel work is carried out according to that principle and spirit, the apparatus will not only be streamlined but also become stronger, truly effective and this is the solid foundation for the country’s sustainable development in the new period.
