On June 20, discussing in groups the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level, many National Assembly deputies emphasized the necessity and importance of forces participating in protecting security and order at the grassroots level.
National Assembly Delegate Ha Sy Dong
Emphasizing that the current issues of security, order, crime, accidents, and social evils have complicated developments, posing many potential risks in localities, delegate Ha Sy Dong ( Quang Tri delegation) affirmed that the promulgation of the Law is very necessary.
From that potential risk, delegate Ha Sy Dong said that violations need to be detected, prevented, and handled early to limit consequences for society.
According to the delegate of Quang Tri delegation, although the regular police force has been basically implemented in communes, wards and towns, it still needs the participation and coordination of the people at the grassroots level, especially the civil defense force, militia, and part-time commune police.
To effectively protect security and order at the grassroots level, delegate Ha Sy Dong emphasized the need for a unified law regulating the establishment, management, and organization of activities to protect security and order at the grassroots level. The delegate also noted the issue of staffing when promulgating this law.
National Assembly Delegate Nguyen Thi Xuan
During the group discussion, delegate Nguyen Thi Xuan ( Dak Lak delegation, Standing Member of the National Assembly's Defense and Security Committee) mentioned the recent incident in the Central Highlands. According to Ms. Xuan, if the security forces at the grassroots level were given specific instructions, they would be the "eyes and ears" when this group of subjects went to buy camouflage clothing and prepare tools and vehicles.
The delegate, who is a Standing Member of the National Defense and Security Committee, said that in practice, to ensure security and order at the grassroots level, there must be a permanent force that can grasp the situation early and from afar. According to delegate Xuan, this force comes from the people, understands customs, habits, language, writing, and has a better grasp of the situation among the people. The female delegate emphasized that this will be a bridge force, an extension of the regular communal police force.
At the discussion session, the Dak Lak delegation delegate suggested that the drafting committee study and clearly state in the draft law that this is a support force, not replacing or overlapping with the tasks of the regular commune police, and must be appropriate to the level and capacity. According to delegate Xuan, currently, the regular commune police are deployed 100% nationwide, but the number is still quite small, with some communes in the Central Highlands having only 5 people.
According to General and Minister of Public Security To Lam, the development of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level aims to institutionalize the Party's viewpoints and policies on building, consolidating, and maintaining forces participating in protecting security and order at the grassroots level.
Adjusting the functions, tasks, regimes and policies for the forces participating in protecting security and order at the grassroots level in conjunction with consolidating the force, streamlining the focal points, reducing state budget expenditures; strengthening the work of ensuring security and order at the grassroots level. Adjusting changes in the position and function of the forces participating in protecting security and order at the grassroots level after being consolidated into a unified force.
In addition, it is necessary to specifically determine the position, function, task, working relationship, and ensure the operating conditions of the force participating in protecting security and order at the grassroots level as a voluntary, self-managed mass force under the management of the government, participating in supporting the police in performing the task of protecting security and order at the grassroots level.
