Why is the hundred billion dong embankment road in Can Tho still dark despite having lights?

The Cai Son - Muong Khai canal renovation project includes two packages worth more than 300 billion VND, under the Can Tho City Development Project and Urban Resilience Enhancement Project (Project 3), invested by the Can Tho ODA Project Management Board.

The project started at the end of 2020 and was completed nearly two years ago, including embankments, railings, sidewalks and roads behind the embankment... on the right side of Cai Son canal.

The completion of the project has been the expectation of the people of Ninh Kieu and Binh Thuy districts for many years.

In addition to contributing to beautifying and creating urban landscapes, the project also puts an end to flooding during the rainy season and high tides on 5km of embankment on the right side of Cai Son canal.

However, although it has been completed for nearly two years, the street lighting system behind the embankment has been installed but people rarely see the street lights.

Mr. Nguyen Van Khoa, a resident of Area 4, An Binh Ward, Ninh Kieu District, said: "The embankment and road are very spacious after being completed, and everyone is happy. But we rarely see the street lights on even though they have been installed for a long time.

Only on holidays, the lights were on for a few weeks and then turned off until now," said Mr. Khoa.

According to Giao thong Newspaper reporters, the Cai Son canal renovation project is currently very spacious, with railings, sidewalks, roads behind the embankment, trees and lighting systems completed. However, at night, this road is still plunged into darkness.

Local people are concerned that the lighting system is not effective at night, causing traffic insecurity and not ensuring security and order.

Responding to reporters from Giao Thong Newspaper, Mr. Nguyen Van Phuc, Deputy Director of the ODA Project Management Board of Can Tho City, said that the project has been completed, only the work of acceptance and handover to the People's Committee of Ninh Kieu District for management and exploitation remains.

"Ninh Kieu District will take over and manage the project, including tree care and paying for electricity. The contractor will also turn on the street lights for a while, but they cannot pay for electricity forever because the project has not been handed over yet.

We are handing over the project to the district and will quickly light up the streets for people in this area," said Mr. Phuc.

Speaking further on this issue, Mr. Phan Thanh Dien, Head of the Urban Management Department of Ninh Kieu District, said that after the inspection, the unit will submit the results to the District People's Committee to decide on the handover of the project. After that, the department will sign a contract with the electricity company to light up the streets.

Previously, the Urban Management Department had inspected this project and requested the investor and contractor to fix and complete some items, which took time.

"The relevant parties will soon complete the handover work to light up the streets for the people this month," Mr. Dien added.
