Mr. Nguyen Tien Dung, General Director of SAVISTA Company, representing 6 founding enterprises, has just continued to submit to the Ho Chi Minh City People's Committee documents related to the process of implementing the application for recognition of the Steering Committee for the establishment of the Ho Chi Minh City Housing Management and Operation Association (HMO) and requested to consider the early establishment of this Association.
Accordingly, Mr. Dung submitted a request to the Ho Chi Minh City Department of Construction in August 2024. The Department of Construction then invited businesses to work and sent a document requesting to adjust the name of the Association to better suit its main field of operation.
After receiving instructions from the Department of Construction, the representative of the Founding Board resubmitted the application for the second time in December 2024, adding requirements such as changing the name to "Ho Chi Minh City Housing Management and Operation Association" (HMO), adding the decision to appoint people to participate in the Campaign Committee, CVs, criminal records of members, and reviewing to ensure compliance with new legal regulations.

After that, the Ho Chi Minh City Department of Construction issued an official dispatch stating that the approval of the Association's establishment promotion committee will be based on Decree No. 126/2024/ND-CP (effective from November 16, 2024), so the authority to recognize the Association's establishment promotion committee belongs to the Chairman of the City People's Committee, and at the same time requested Mr. Dung to go directly to the Ho Chi Minh City People's Committee for consideration.
According to Mr. Nguyen Tien Dung, the need to establish the HMO Management and Operation Association is due to the high urbanization rate and the complex issues in the management and operation of apartment buildings, which currently have about 1,650 projects with more than 2,800 apartment blocks. In reality, there have been many disputes between residents, the Management Board and the management and operation unit.
Therefore, the goal of HMO is to support, mediate disputes, improve the quality of management, operation, and maintenance of housing and apartment buildings. Currently, there are about 150 enterprises managing and operating apartment buildings in Ho Chi Minh City, but there is no official association for this industry.
Mr. Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association, also agreed on the necessity of establishing this Association in the context of housing management and operation, especially apartment buildings, becoming increasingly important according to the Housing Law 2023. "The Association believes that HMO will help improve the professionalism of management and operation enterprises, ensure safety for residents and minimize disputes," Mr. Chau emphasized.
According to Mr. Chau, the HMO Founding Board has completed all the documents to request recognition of the HMO Establishment Steering Committee. HoREA believes that HMO will be an important bridge between members and state management agencies, contributing to the improvement of legal policies and better serving residents.
